IOAG-10 – Pasadena, Oct. 10~12, 2006 Liaison statement to CCSDS/CMC Background Following the joint meeting between the IOAG and the CMC held in Toulouse by the end of 2004, the IOAG had endorsed the action to produce high level requirements and priority statements concerning the development of standards by the CCSDS. This action was concluded in July 2005 and a set of resolutions, formulating the consensus between the IOAG Member Agencies, was passed to the CCSDS secretariat in September 2005. In a second joint meeting in Reston, in October 2005, a first acknowledgement and a plan of work were provided by the CESG and the CMC for a number of accepted resolutions. Almost one year after that meeting, the IOAG has requested an updated status report on the processing of the accepted resolutions, which was prepared by the CCSDS CESG and the Working Group Chairmen, following the CMC meeting in Moscow, September 2006, and was presented at the IOAG-10 by Jean-Marc Soula. The concerned IOAG resolutions were as follows: (Res 8.2.1) -- CCSDS STRATEGIC PLAN SUGGESTED MODIFICATIONS (Res 8.1.1) -- URGENT NEED FOR A SLE MANAGEMENT SERVICES RECOMMENDATION (Res 8.3.1) -- ADVICES FOR SIMPLIFICATION OF RF & MOD. RECOMMENDATIONS (Res 8.4.1) -- ADVICES ON CROSS-SUPPORT AREA WORKING GROUP CHARTER (Res 8.5.1) -- REQUEST FOR A FRAMEWORK FOR CROSS-SUPPORT SERVICE ARCHITECTURE (Res 8.5.1) -- REQUEST FOR A FRAMEWORK FOR A CROSS-SUPPORT SERVICES CATALOG (Res 8.7.1) -- REQUEST FOR A HIGH RATE COMMANDING RECOMMENDATION (Res 8.8.1) -- REQUEST FOR A DELTA DOR RECOMMENDATION

IOAG findings and statements Based on the presentation made at the IOAG-10 and the related discussions, the following statements were agreed upon to be part of the present liaison statement, so as to provide answers and updated guidance to the CMC: (Res 8.2.1) -- SUGGESTED MODIFICATIONS ON THE CCSDS STRATEGIC PLAN The IOAG noted that an updated Strategic Plan is in preparation and confirmed its interest in reviewing the new version of the document. (Res 8.1.1) -- URGENT NEED FOR A SLE MANAGEMENT SERVICES RECOMMENDATION The IOAG confirmed that the SLE Management recommendation remains one of the highest priorities in terms of expectations by the Member Agencies. It was also reminded that the Recommendation, in IOAG view, should avoid detailed parameter definitions and should remain easy to implement. The IOAG noted that in a recent CCSDS Agency Review, the Red Book-1 of the SLE Management Recommendation received a number of comments and will need both updates and a new Agency Review that will further delay the production of the final Recommendation. The IOAG found that the new delay is not compatible with the needs identified for operations scheduled as early as 2008-2009. Therefore, the IOAG decided to initiate a multi-Agency SLE Service Management test bed activity. The intent is to select a set of "core capabilities" from the current Red Book-1 which will drive the initial implementations. The selected capabilities will be transmitted to CCSDS for comments and consideration in the Red Book-2. In the meantime, the IOAG suggests that the CCSDS proceeds with the preparation of the Red Book-2 and recommends that no new service is added under this version of the Recommendation that could delay any further the production of the Blue Book.

  3. (Res 8.3.1) -- ADVICES FOR SIMPLIFICATION OF RF & MOD. RECOMMENDATIONS The IOAG noted that two of the Recommendations addressed by the Resolution 8.3.1 have been taken into account in the new version of the RF and Modulation Blue Book. It has also been noted that the RF & Mod. Working Group has taken into account the remaining IOAG advice as part of its re-chartered work plan. The IOAG confirms their request for the reduction of the recommended modulations for SR Category A missions (Rec # 2.4.17A) and urges the CCSDS to produce a revised recommendation at the earliest opportunity. (Res 8.4.1) -- ADVICES ON CROSS-SUPPORT AREA WORKING GROUP CHARTER The IOAG acknowledged the good progress made by the Working Group on the definition of the CSTS Toolkit and definition of first services. However the IOAG confirms the statements in the Resolution 8.4.1, first that these new services should not adversely impact or delay the production of the SLE Services Management Recommendation and, second that there is no consensus among the IOAG Member Agencies on the need or the priority to be given to the CSTS service for Transfer of R/T Tracking Data. (Res 8.5.1) -- REQUEST FOR A FRAMEWORK FOR CROSS-SUPPORT SERVICE ARCHITECTURE (Res 8.5.1) -- REQUEST FOR A FRAMEWORK FOR A CROSS-SUPPORT SERVICES CATALOG The IOAG acknowledged the difficulties encountered by the CCSDS BOF to be chartered as a Working Group, due to the lack of contributors from the various Agencies. It was agreed that the initial request from the IOAG was presumably not complete or accurate enough to trigger the activity on the CCSDS side as per IOAG expectations. Therefore, the IOAG decided to develop on their side the required Cross Support Services Architecture and Catalog of Services and to relieve the CCSDS of the responsibility for this task. Possibly, when this activity is completed by the IOAG, the result of this work could be passed to the CCSDS as an input for a re-formulated task.

(Res 8.7.1) -- REQUEST FOR A HIGH RATE COMMANDING RECOMMENDATION The IOAG acknowledged the progress made by the created Working Group on the definition of the High Rate Commanding Recommendation. The IOAG insists that the schedule in the charter of this Working Group should be met so as to be available in time for the upcoming Lunar Exploration Missions. (Res 8.8.1) -- REQUEST FOR A DELTA DOR RECOMMENDATION The IOAG acknowledged the progress made by the Special Interest Group and the involved Working Groups on the definition of the Delta DOR related Recommendations. The IOAG confirms that the production of a Tracking Data Message Recommendation remains a very high priority for all the IOAG Member Agencies and requests that all efforts are made to proceed with the second Agency Review of the Red Book at the earliest possible date. Several of the IOAG Member Agencies identified that there is a need for the definition of the Transfer Data Services between Ground Stations and the Correlator input, and that this task should clearly be identified, as soon as possible, in the Work Plan of the CSTS Working Group.
