The evaluation of the 20th century Methods and concepts from the 20th century are still relevant to the Regio Futures Programme which is not an end in itself, but - among others – a tentative answer to ‘Quo vadisPolonia?’ As Carlos Fuentes wrote: ‘Everything is rooted in distant memories and ancient soil. Dig them up and true modernity bursts forth: the presence of the past, a warning against the pride of progress.’

  4. A long view of regional development • Long waves of economic development and the geography of innovation • The key concept of the innovative milieu • Emphasis on cooperating and learning actors • Knowledge-demand oriented: ‘the enterpise of the future’

  5. The innovative milieu • Group of actors(business firms, knowledge centers, and territorial authorities) • Material, immaterial, and institutional elements • Cooperation • Learning or ‘apprenticeship’ • transterritorial networks (beyond territorial proximity)

Emphasis on cooperating and learning actors Asks for a stakeholder analysis: • the system • stakeholders (positively or negatively affected by the plan) • stakeholders’ interests (types of benefits and damages) • scope of interests (and their importance for individual actors) • level of involvement (leaders, enthusiastic followers, lukewarm followers, interested spectators) • power of influence (position, resources, political connections, access to media, capacity of recruiting followers)

Gordian knots and Alexandrian solutions: a first comment On Rybinski, Opala & Holda • As Alexandrian solutions are highly uncertain, they should be expressed by scenarios • The impact on regional development of Gordian knots and Alexandrian solutions, which are mostly of a global nature, is rather an indirect one • Not all policies or approaches, popular today, are promising. This holds in particular for the so-called creative class theory or for city and region rankings • Too heavy a reliance on the theory of finance and on financial instruments might conflict with regional development which is essentially an ‘art of the long view’ • We should not put all our eggs in one methodological basket and also look out for new methods beyond current hypes
