    2. Perkins IV Implementation Accountability Assistant Secretary Troy Justesen’s comment: “The Secretary is still considering whether to issue regulations on Perkins IV accountability.” January 18, 2007

    3. Perkins IV Time Lines for Performance Levels Section 113(b)(3)(ii) requires performance levels for the first two program years: July 1, 2007-June 30, 2008 and July 1, 2008-June 30, 2009. Except that for the indicators for which the State must use its State’s standards, assessments, and graduation rates adopted under Title I of the ESEA. Baseline year is 2005-06.

    11. Tennessee Data Action Plan Provide local systems with performance data for the Academic Attainment Indicators to assist them to establish baseline student population cohort and recommended performance levels on NCLB assessments for CTE students.

    12. Student Definitions CTE Investor: A secondary student who has earned two (2) or more career and technical education (CTE) credits in one or more program areas. CTE Concentrator: A secondary student who has earned three (3) or more CTE credits in a single program area or two (2) credits if the State and/or local eligible recipients recognize two course sequences.

    13. Academic Attainment Indicator Definition 1S1—Reading and Language Arts Numerator: Number of investors who have met the proficient or advanced level on the statewide high school reading and language arts assessment administered by the state under ESEA, Title I (NCLB) Denominator: Number of investors who have met the ESEA assessments in reading and language arts and who have left secondary education in the reporting year.

Academic Attainment Indicator Definition 1S2—Mathematics Numerator: Number of investors who have met the proficient or advanced level on the statewide high school mathematics assessment administered by the state under ESEA Title I (NCLB) Denominator: Number of investors who took the ESEA assessments in mathematics and who left secondary education in the reporting year.

Academic Attainment Indicator Definition 4S1—Student Graduation Rates Numerator: Number of investors reported as graduated using your state’s approved calculation for graduation rate as defined in your state’s ESEA accountability workbook. Denominator: Number of investors who have left secondary education in the reporting year.
