This program aims to reduce permanent exclusion, fixed term exclusion, persistent absence, and NEET numbers, while improving behavior, alternative curriculum options, and multi-agency support. It addresses key issues such as 'Hard to Place' students, admissions, challenging behavior, LA SEBD provision, and lack of alternative provision for KS3.

Behaviour and Attendance Collaboratives • Response to DCSF expectations for schools to work in collaboration by September 2007 • To reduce: • Permanent Exclusion • Fixed Term Exclusion • Persistent Absence • Numbers of NEET • To improve: • behaviour • alternative curriculum options • multi-agency support

  2. Behaviour and Attendance Collaboratives • Other key issues for schools: • 'Hard to Place' students • Admissions • Increasing numbers of students with very challenging behaviour • Concerns regarding LA SEBD provision • Lack of alternative provision for KS3 • CAF • Staff training

  3. 3 BACs • 3 BACs established following restructure of Secondary Confederations: • 3 Valleys – 6 schools in Keighley area • Central – 14 schools in north, west and east Bfd • South – 9 schools • South BAC agreed: • Action plan Summer Term 2006-07 • Weekly meetings to drive agenda • SLT representation at each meeting

IMPACT • Exclusion • Significant reduction of PEx across the city – Zero PEx's in South Schools for the past year • Significant reduction in FT Ex – numbers of days lost to exclusion massively reduced through: • Introduction of Managed Moves – clear protocols established to help improve transfer of hard to place students across the schools • Development of PRU Prevention Placements • Use of each other's schools for 6th day provision

IMPACT • Attendance • Reduction in PA in majority of schools through • Improved knowledge of PA and tracking and monitoring across the schools • Development of Alternative Curriculum programmes in South and Central • Improvement in communication / work with Ed Bfd support services • Top slicing Ed Psych and ESW time • Developing strategy for use of SEBD team • Adoption of budget for District PRU non-statemented students

IMPACT • Improved relationships with schools in each BAC • sense of shared ownership of potential PEx students across the schools • Common SEBD programmes for students across schools • Anger Management for KS3 • KS3 and KS4 Alternative Provision • Strength in numbers for commissioning provision, negotiating contracts and improving quality assurance of provision • Common staff training on key SEBD issues • SEAL • Positive Parenting Programme • CAF

ISSUES • Cost • SLT time each week • BAC Coordinator roles • Insecure budgets – due to impact shown now beginning to attract funding • LA SEBD / SEN provision • Need to use Statutory Assessment for appropriate provision • Limited specialist provision for KS3 • Partnership working • Potential conflict with alignment of BACs with Localities

South BAC Thoughts • Logistical issues - how to deliver common programmes using resources that are shared by other schools • Youth Service hours – 25 for South plus a proportion of hours for the schools in other localities • Relevance of developments in South Locality to schools in other localities • Potential for greater consistency of servicedelivery across localities • BAC meetings used to inform schools of developments across the LA
