ISSUES • More than 3 months Delay in the release of funds at State Level. • Delay in the release of State’s matching share. • Low utilization of Cooking Cost. • Mis-match ranging from 18-22% in the utilization of food grain and Cooking Cost in all districts. • Only one SSMC meeting held (August, 2012) during 2012-13. • Low utilisation of MME and Poor Inspections of schools.

  26. MI Findings • Districts covered : Lunglei and Serchhip • All the visited schools are serving Mid Day Meal. • Buffer stock s maintained in 55% schools in Lunglei • No discrimination noticed in both districts. • Cook-cum-helper paid honorarium @ Rs.1500/- p.m. • None of the schools received the cooking cost in advance due to which the schools purchase MDM items on credit at higher prices. • Last instalment of funds were received in September, 2012. • None of the schools on Lunglei maintained health cards. Only 10% schools in Serchhip maintained health cards.

  27. Contd.. • 90% schools in lunglei and 92% in Serchhip were never inspected. • Honorarium to Cook-cum-helpers is paid on quarterly basis. • Daily menu in majority of the schools was mainly rice preparation with dal or potato. • Micronutrients provided to 25% children only. • Both the districts had Kitchen sheds but 77% of visited schools in Lunglei had kitchen devices. • Very Low Participation of parents in supervision and management of MDM.

  31. Proposal for Cook-cum-helper engaged in MDM Scheme State has proposed to engage 416 more CCH in addition to the already engaged 5044 CCH. Ministry of HRD, Govt. of India

  33. Proposal for Procurement of Kitchen Devices State has submitted the Proposal for Replacement of 685 units of kitchen devices, however 567 units of kitchen devices were sanctioned to the State during 2007-08, which are eligible for replacement this year. Ministry of HRD, Govt. of India
