  1. Program Policy Committee Report 2017-2018

Mandate • Develop, implement and oversee SSO’s governance and compliance program • Review the status of SSO’s compliance with applicable laws and regulations • Review the status of SSO’s compliance with its By-laws and board policies • Review each of SSO’s By-laws and board policies at least every three years and recommend changes, as required Program Policy Committee Report

Ontario Sport Recognition Policy • Sets out mandatory requirements that all PSO/MSOs must meet in order to be recognized by the Government of Ontario • Ensures PSO/MSOs meet high standards in governance, administration and programming • Positions Ontario as best-in-class PSO/MSO jurisdiction Program Policy Committee Report

Sport Recognition • SSO application for Sport Recognition submitted October 2016 • Application viewed by Ministry as “extremely thorough and comprehensive” • SSO granted Ontario Sport Recognition effective April 1, 2017 • As a recognized sport, SSO was allowed to apply for Ontario Amateur Sport Fund (OASF) grant • SSO granted annual funding allocation of up to $357,402 over 2 years Program Policy Committee Report

Activities April 2017 – March 2018 • Revisions to the SSO By-laws (Sept. 2017) • Clarification on role of Nominations Committee • Regional representation • Director affiliation (one director per Member) • Term limits (directors to serve terms of 3 years to a maximum of 3 consecutive terms) • Follows current best practices on term limits for not-for-profit boards Program Policy Committee Report

Activities 2017-2018 (cont’d) • Participation in Enhancing Sport-specific Concussion Policies Project Team • Hosted by Ontario Physical & Health Education Association (OPHEA) and the Coaches Association of Ontario (CAC) • Goal is to enhance sport-specific concussion management policies & protocols • Ruth Belcher & Laura Steacy participated • SSO policy & guidelines viewed as among the most comprehensive of any amateur sport in Ontario Program Policy Committee Report

Activities 2017-2018 (cont’d) • Further enhancement of Concussion Resources page on SSO website: • SSO Concussion Policy (revised Jan. 2018) to meet requirements of Rowan’s Law (Concussion Safety), 2018 • SSO Concussion Policy Template for Clubs (new) • SSO Synchro Specific Concussion Guidelines (revised Jan. 2018) including: • Removal-from-sport Protocol • Return-to-sport Protocol • Return to Synchro Concussion Progress Tracker • Helpful concussion resources • All documents developed in collaboration with OSSC coach Laura Steacy & her colleagues at the University of Toronto Concussion Lab Program Policy Committee Report

Activities 2017-2018 (cont’d) • Online Injury Tracker Form • In collaboration with the Sunnybrook Office for Injury Prevention • SSO has customized Sunnybrook’s Play Safe Injury Tracker, a web-enabled surveillance platform for sport injury • Released September 2017 • Generates reports, including at club level • Helps SSO and clubs better monitor, respond and prevent injuries, including concussion injuries • Fully supported by SSO’s insurance provider • We now have a full season of data to review with reporting to clubs by September 2018 Program Policy Committee Report

Activities 2018-2019 • Sport organizations increasingly assessed against specific governance requirements as a condition of public funding • Current focus on requirements related to harassment & abuse in sport • SSO has implemented Respect in Sport • “Conduct Suite” • Revised Code of Conduct & Ethics and Conflict of Interest policies • New approach to dispute resolution including ADR • Enhance education on how to address harassment & abuse Program Policy Committee Report
