3. 新的編目名辭 • 主要改變 (major change)：屬於關鍵變動，需要新的書目記錄 • 次要改變 (minor change)：不需要新的書目記錄；如此變動很重要，可用附註項或其它欄位來描述此改變 • 注意：不要混淆使用【題名改變】與【主要改變】 4 - 3

4. 編目規則的發展 • 減少因次要改變而衍生的新書目記錄 • 減少國際標準叢刊號碼(ISSN) 指定 • 將英美編目規則 (AACR)、國際標準叢刊號碼 (ISSN) 中心的原則、及國際標準書目著錄規則 (ISBD) 相互協調 4 - 4

5. 只有關鍵改變出現而衍生新的出版品(new work) 時，需要新的書目記錄 (new record) 基本原則 4 - 5

8. 如何決定題名改變 將改變後的新題名與欄位 245 的正題名 (title proper) 比較！ 而非與欄位 246 的其它題名比較 4 - 8

9. 正題名主要改變：題名的前五個字(1st five words) • 除定冠詞外，在題名的前五字中加入新字、刪去舊字、或字的順序改變 ；同時此改變不在次要改變規則中 • The mining review → The mining and industry review • Yearbook of Nordic statistics → Nordic statistical yearbook • ACE newsletter → ACE journal 4 - 9

13. 字詞的表現形式改變(representation of words) 只是定冠詞(articles)、介系詞(prepositions) 或連接詞(conjunctions) 的增加、刪除、或改變 在題名中團體著者名稱的增加或刪除、或團體著者名稱改變其表現形式 標點符號改變 題名以多種語言出現（並列題名），在後來的刊期上這些不同語言的題名順序改變 正題名次要改變 New! 4 - 12

15. 團體著者名稱（修訂） • 題名中同一團體著者名稱的加入或刪除，或此機構名稱的表現形式改變（如：全名改成簡稱等），視為次要改變 • 題名中有另一團體著者名稱加入、或取代 原有的團體著者，視為主要改變，須鍵入新的書目記錄 4 - 13

16. 團體著者名稱（接上頁） • 團體著者名稱在題名中的位置改變（如：在題名之前或之後），視為次要改變 • 題名中同一團體著者名稱的加入或刪除，或此機構名稱的表現形式改變（如：全名改成簡稱等） • 注意：團體機構非僅指發行者，且包含行政報告收受機構 • 不適用於個人著者情況 4-14
