  1. Sharing lessons and experiences • Main functions of DNA consists of generic buiding blocks that are nation-specfic in ensuring that CDM projects meets national and international criteria. Based on national realities each DNA must decide on which elements to implement and how • Critical: Existence of capacity to perform functions that will allow the country to be competitive in international emission reduction market • Purpose of this session is exchange of experiences among the DNA on how the different building blocks have brought into play in the CDM national scenario. • Next and last slide gives a glimpse of some of the building blocks. Panelists are expected to touch on some of these issues focussing on how they are being handled in their respective countries. Thereafter: Discussions

Core functions of DNA national level : evaluates potential CDM projects provides written approval that project complies with national and internatonal criteria assists in achieving sustainable development benefits (Article 12 of KP) CDM promotional activities B. Political requirements - Ratification of KP - Institutional setup - Intersectoral coordination - several sectors - transportation, energy etc C. Technical expertise (expertise in project dev and evaluation) D: Resources(funding, personnel, in-kind support etc) E: Review of legal framework: potential investors are usually keen on countries with conduicive legal environment e.g taxation, investment, environmet and natural resources, land development etc
