Today’s Mission Requirements • Mission: • Describe in writing the affect that the Presidential message to Congress on January 12, 1939 had on Army Aviation. • Identify in writing what was the purpose of the Civilian Pilot Training Program (CPTP). • Describe in writing the Tuskegee Airmen and their accomplishments. • EQ: What were some of the technological advancements that influenced aviation during this timeframe (1919-1939)?

  24. The Possibility of War • In January 1939, the President of the United States called for a buildup of our existing military forces. • Calling the forces “utterly inadequate.”

  25. The Possibility of War • Congress passed bill to increase size of Army Air Corps. • Military was pressed for time to train pilots to be ready for possible entry into the war in Europe.

  26. The Possibility of War • Army turned to civilian flying schools to train pilots and maintenance personnel. • General “Hap” Arnold came up with the idea of civilian-operated, Army-supervised flight schools.

The Possibility of War • Another source for pilots was the Civilian Pilot Training Program (CPTP). • The government paying for a 72-hour ground school course followed by 35 to 50 hours of flight instruction • The program created a reserve of pilots that could be used in a serious national emergency.

  28. The Possibility of War • The CPTP changed its name to the CAA – War Training Service (WTS) in 1942. • The WTS trained over 300,000 pilots by 1944.

  29. The Possibility of War • The CPTP were setup in educational institutions – many of which were segregated schools. • One of these schools gave us the Tuskegee Airmen.

  31. The Tuskegee Airmen • The 99th Pursuit Squadron (an all black unit) formed March 22, 1941 at Tuskegee Sub Depot, Tuskegee, Alabama. • This was the first CPTP for African-Americans and the most well-known.

  32. The Tuskegee Airmen • Famous Tuskegee airman was Benjamin O. Davis Jr • Commanded: • 99th Pursuit Squadron • 332nd Fighter Group (“Red Tails”) • Distinguished Flying Medal • Silver Star • 1st African-American promoted to Brigadier General – retired from the Air Force as a LtGen

This also included an increase the number of bombardiers, navigators, and ground technicians.
