Thematic Instruments and Programmes: EIDHR including EOMs EIDHR - ‘Identity Card’ • Legal base: EIDHR Regulation (EC) 1889/2006 • Size (without Election Observation): • approx.€ 450 million for 2007-2010 • € 116 million in 2009 • Characteristics: Financing instrument for the promotion of democracy and human rights through the support to civil society and to victims of human rights abuses and through existing international frameworks • Coverage: Worldwide EIDHR

Thematic Instruments and Programmes: EIDHR including EOMs Objectives of the Strategy 2007-2010 • Enhancing respect for human rights and fundamental freedoms in countries and regions where they are most at risk. • 2. Strengthening the role of civil society in promoting human rights and democratic reform, in supporting the peaceful conciliation of groups of interests and consolidating political participation and representation. • - Local country programmes (CBSS) • - Transnational and transregional activities EIDHR

Supporting actions on human rights and democracy issues in areas covered by EU Guidelines: • Human rights dialogues • Human Rights defenders • Death Penalty • Torture • Children in armed conflict and Rights of the child • Violence against women and girls • 4. Supporting and strengthening the international and regional framework for the protection of human rights, justice, the rule of law and the promotion of democracy. EIDHR

Thematic Instruments and Programmes: EIDHR including EOMs What’s on • Some figures 2008/2009: • 65 call for proposals in 2008 launched by the Delegations, more than 70 worldwide in 2009 • 4 calls for proposals with worldwide scope launched by HQ in 2008 and another 4 calls foreseen during 2009. • 77 countries received country envelops in 2009 • Around 1600 projects are ongoing worldwide • 388 of those have had contracts signed during 2008 • What’s new: • - Support to Human Rights Defenders in urgent situations • - Re-granting and Informal partners • - Giving space to the initiative of civil society EIDHR

Thematic Instruments and Programmes: EIDHR including EOMs EU Elections Observation Missions Election Observation: approx. € 130 million for 2007-2010, € 35 million in 2009 - Objective 5 of the Strategy 2007-2010 Main objective: "Building confidence in and enhancing the reliability and transparency of democractic electoral procceses, in particular through election observation. " The aim is to encourage professionalism in electoral management, discouraging irregularities and abuse, and inspiring confidence in the electoral process. EOMs

Thematic Instruments and Programmes: EIDHR including EOMs EOM - Identity Card Methodology: • Independent • Neutral and not disrupting • Long term – observe the entire process (preparation, electoral campaign, election day, announcement of results, efficiency. • Invited by governments and National Electoral Commissions • Strict methodology for observers Coverage: Worldwide – added value EOMs

Thematic Instruments and Programmes: EIDHR including EOMs Implementation • 12 EOMs deployed in 2008: Angola, Ghana, Rwanda, Guinea Bissau, Pakistan, Ecuador, Cambodia, etc. • Missions 2009 (including possible future ones): Lebanon (Legislative), Afghanistan (Presidential), Bolivia, Ecuador, Malawi, Lebanon, Guinea Bissau, etc. Other Activities related to elections: • Training of trainers • Networking (OSCE, AU etc) • CSO under EIDHR • National Electoral Commissions EOMs
