  2. What is the American World Service Corps National Service (AWSCNS) Congressional Proposal? • Citizen-initiated congressional proposal that will be among the most significant legislation passed in decades. • Will involve millions of Americans in service that improves nation and world.

  3. Why significant? • Disdain & hatred for America’s policies is spreading, • Poverty and suffering covers much of the world, • Global climate change harms more each year, while too many couch-bound Americans ignore these issues, • Which a peaceful, productive, robust team of can-do Americans can humanely address.

The people can change the course of our nation and build a safer world. • Especially in today’s fractious political atmosphere, the people need to lead their Congressional employees to fielding a common sense team that the 21st century needs to build world-wide stability.

  5. What will AWSCNS program do? • After its initial 7 year ramp-up, it will field one million Americans a year for 20 consecutive years. These AWSCNS volunteers will serve nation and world to reduce poverty, ignorance, climate change, and terrorist recruitment.

  6. How will those American serve? Americans, aged 20-70+ will have their choice of voluntarily serving through such organizations as:

Why one million Americans a year? • One million can-do Americans tells the world we are serious. • The 21st century is filled with ignorance, religious warring, global climate weirding, nuclear and biological warfare, stupid policies… • America needs to build peaceful, productive teams that inspire other nations to do the same because these are not rapturous – but seriously dangerous times.

Does this require starting a big, new, costly bureaucracy? • No. • The AWSC is designed to be a small office that funnels America’s best, most cost effective resources – can-do Americans – to already existing NGOs (Non Governmental Organizations), Governmental Organizations, state Conservation Corps as well as to your favorite local NGOs and non-profits addressing local needs.

What is needed from politicians & business community? • Congressional, Executive, and Business leadership that inspires service as the “good American” thing to do. • A return to the JFK attitude and policies that stressed, “Ask not what your country can do for … but what together we can do for the betterment of mankind…” • Charismatic, visionary leadership.

  12. From the proposed AWSC legislation ADMINISTRATI0N. -- The American World Service Corps Director's office will coordinate the AWSC. This will not be a large staff, but rather an office that helps coordinate between those seeking to volunteer and the public and the governmental and non-governmental agencies that will carry out the field programs. Its primary purpose will be to funnel volunteers to the existing organizations that do the work of the AWSC. It may be directed to spread the message of the need to staff up a robust, one million strong AWSCNS. PLEF

Did immigrant Americans? • Build an envied land? • Lead the industrial and technological revolutions? • Build a productive machine and send the troops that stopped Fascism? • Rebuild Europe with the Marshall Plan? • Reach the moon? • Explore space?   14. From AWSCNS proposed legislation: MANAGEMENT –. America’s WSC and its organizations can and will respond to the challenge. The critical need to implement the AWSC is obvious. America’s famed management guru, Peter Drucker, has shelves of advice on how to accomplish management improvements and a few of his words apply here: • “You can either take action, or you can hang back and hope for a miracle. Miracles are great, but they are so unpredictable… • “You have to learn to treat people as a resource......you have to ask not what do they cost, but what is the yield, what can they produce?” PLEF

  15. Cost efficient platoons. • When hidden and off budgeted costs are included, the annual cost of maintaining our 1.4 million military personnel grew to $1 million per soldier per year by 2010. • How can an AWSC volunteer cost the federal government only $35 – 50,000 per year?

Why so cost effective for federal tax payers? • Peace Corps 2015 budgeted cost per PCV is about $50,000,probably highest among most listed AWSC groups. • AWSCNS proposal calls for splitting daily volunteer maintenance costs between existing NGOs, GOs, State Conservation Corps, etc. • Even using $50k per volunteer cost, and without splitting costs, 2.1% of wealth donated from Forbes 400 would cover ALL costs.

  18. The world knows how competent our • 1.4+ million active military is, • 1+ million National Guard is, • Drones and military technology is, so • Isn’t it time to muster an army of peaceful can-do Americans?

Will public pressure on the well-to-do move them to share more proportionately (or 2%) in costs of war and benefits of peace. • Public AWSCNS web lists Forbes 400 escrowed donations to AWSCNS, Top Earners, non or low-tax paying profitable mega corporations, etc. • Public knowledge & pressure should press these non-tax payers to donate a substantial sum. • The mega-rich too have children.

  20. Forbes reminds us of those who can help underwrite costs… Forbes has released its annual ranking of the 400 richest people in America. The financial news outlet announced that the combined wealth of “The Forbes 400” is $2.34 trillion, up from $2.29 trillion in 2014. 1995 = $ .47 TRILLION 2000 = $1.41 TRILLION 2007 = $1.54 TRILLION 2014 = $2.29 TRILLION 2015 = $2.34 TRILLION.

In fact, for the first time since the early eighties, corporate tax loopholes will actually cost more than companies pay in income taxes in fiscal 2002 and 2003. • Enron paid no income taxes at all in four of the past five years, despite $1.8 billion in reported U.S. profits. Enron’s total taxes over the five years were a negative $381 million. Its corporate tax welfare totaled $1.0 billion. • El Paso Energy reported $1.6 billion in U.S. profits over the past five years, but paid less than nothing in federal income taxes, getting tax rebates of $254 million.
