  4. Early Two-Party System(Democratic-Republican Party) Democratic-Republicans • Who: Founded by Jefferson & Madison • Issues: States Rights & Small Farmers • Where: South & West • Foreign Policy: Pro-French James Madison Thomas Jefferson
