  2. Definitions • Construction Budget Estimate – All construction estimates done by ODOT or agent representing ODOT. Conceptual, C-1, & C-2. • PDP – Project Development Process. • Conceptual Budget Estimate – The long range budget estimate. The ‘initial estimate’. • C-1 Budget Estimate – Preliminary budget estimate that is finalized at Step 7 PDP.
