SAER is a metric developed by the FAA to measure how well airports meet arrival and departure demands. This article explains the methodology and computation of SAER.

  3. System Airport Efficiency Rate Background • The metric was developed in January 2000 to provide additional information about an airport’s performance. It is a good indicator of overall systemperformance. • The work group that developed the arrival efficiency rate (Command Center, Air Traffic, System Capacity and Mitre) wanted to develop a metric that they could control and influence to improve performance. • Metrics have evolved from Delay only to include Capacity, Efficiency and Throughput measures, Runway Safety (Categories) Desired outcome • To increase the percent of time arrival demand is satisfied. Definition • The System airport efficiency rate (SAER) is a measure designed to determine how well the demand is met at an airport

Methodology • Each morning, 75 airports provide AAR (Airport Arrival Rate) and ADR (Airport Departure Rate) and runway configurations for the previous day for their facility through an Intranet site established by the Command Center. • These rates are based on weather conditions, runway configurations, and arrival and departure traffic mix. Whenever AAR, ADR, or runway configuration changes during the day, additional records are provided with this updated information. • In Aviation System Performance Metrics (ASPM) this information is then established for 15-minute time periods for the entire day.

Definition of Arrival Efficiency Rate As Computed for System Airport Efficiency Rate (SAER) SAER Arrival Variable Definitions • Arrivals during a given quarter hour - how many aircraft actually landed during that quarter hour • Arrival demand for a given quarter hour - how many aircraft wanted to land during that quarter hour • Airport arrival rate - the facility-set airport arrival rate for that quarter hour.

Definition of Arrival Efficiency Rate As Computed for System Airport Efficiency Rate (SAER) The Arrival Efficiency Rate is the percentage of time arrivals are greater than or equal to arrival demand or the facility-set arrival rate. The percentage is determined by dividing actual arrivals by the lesser of the arrival demand or the arrival rate. The Arrival Efficiency Rate is a measure designed to determine how well the demand for arrivals is met, and is determined by three factors: Arrival Efficiency Rate= __________number of aircraft actually landed_________ minimum of (facility-set arrival rate or landing demand)

Arrival Demand Computation • Demand is not derived from the scheduled traffic but is derived in the following manner for each flight: Start of Demand = Wheels-Off Time + Filed Enroute Time (this is the time the flight should be at the arrival airport, i.e., wheels-on) End of Demand = Wheels-On Time (this is the time the flight actually arrived at the arrival airport) • From the above, you can see that demand for a particular flight could occur in several 15-minute time periods.

Definition of Departure Efficiency Rate As Computed for System Airport Efficiency Rate (SAER) SAER Departure Variable Definition • Departures during a given quarter hour - how many aircraft actually departed during that quarter; • Departure demand for a given quarter hour - how many aircraft wanted to depart during that quarter; • Airport departure rate - the facility-set airport departure rate for that quarter hour.

Definition of Departure Efficiency Rate As Computed for System Airport Efficiency Rate (SAER) The Departure Efficiency Rate is the percentage of time departures are greater than or equal to departure demand or the facility-set departure rate. The percentage is determined by dividing actual departures by the lesser of the departure demand or the departure rate. The Departure Efficiency Rate is a measure designed to determine how well the demand for departures is met, and is determined by three factors: Departure Efficiency Rate= __________number of aircraft actually departed_________ minimum of (facility-set departure rate or departure demand)

System Airport Efficiency Rate (SAER) • The SAER is a weighted average (by demand) of arrival and departure efficiency rate. • At ATL on 8/28/2005, for the quarter hour from 16:00 to 16:14: Departures: 19 Arrivals: 21 Departure Demand: 20 Arrival Demand: 42 Departure Rate: 24 Arrival Rate: 22 Departure Efficiency: 19/20 = 95.00 Arrival Efficiency: 21/22= 95.45 Airport Demand = Departure Demand + Arrival Demand = 62 SAER = (20/62) x 95.00 + (42/62) x 95.45 = 30.65 + 64.66 = 95.31 The best employment of available ground resources (e.g. airport runways and taxiways, landing and take-off procedures, and air traffic personnel and equipment) will result in the highest available airport efficiency rate.

History of Improvements • Learned there were some known shortcomings exist when evaluating a particular airport- Good System measure • Factors outside the control of the airport environment were studied to understand their impact on demand at the airport. • Developed guidelines for setting Airport Arrival Rate- Air Traffic Controller Handbook • Runway configurations data incorporated • SAER Weather metric developed- PW#1 • The current SAER system methodology has been refined to better estimate the actual demand at an individual airport (TAER) use at the facility level • In FY2007 the calculation of the SAER performance metric was reformulated to include the efficiency rate instead of the previously used capacity rate. This adjustment in the calculation method effectively decreased the SAER totals as the efficiency rate is historically lower than the capacity rate • Currently working on Enroute Efficiency Metric

Metric Components 1.Actual arrivals and departures during a given hour How many aircraft actually landed and departed during the hour. 2.Arrival and departure demand for a given hour How many aircraft wanted to land and takeoff during that hour. 3.Airport arrival and departure rate – the facility-set airport arrivals and departure that the facility says it can handle for that hour. 4.Start of Demand Is the time the flight should be at the arrival airport, i.e., wheels on. It is computed as wheels off time + filed enroute time. 5.The end of demand Is the time the flight actually arrived at the arrival airport. It represents wheels on time.

  17. Impact of Ground Delay on SAER • Adjustment in arrival start of demand are made to account for ground delay. • Ground delay minutes for each flight is computed by subtracting planned off-time from EDCT off-time (both fields are obtained from ETMS)

Arrival Demand Computation • Flight from ATL to BOS with Thirty Minutes of Ground Delay • If a flight had been held at ATL because of a ground delay program that impacted flights going to BOS, then the start of arrival demand would be adjusted by the amount of the ground delay. This is done to accurately assess the impact of ground delay. Wheels-off = 10:35 Estimated time enroute = 110 Ground delay = 30 minutes Wheels-on = 12:40 Start of Demand = 10:35 + 110 – 30 = 11:55 End of Demand = 12:40 Arrival demand for this flight occurs in 4 time periods: 11:45 to 11:59, 12:00 to 12:14,12:15 to 12:29 and 12:30 to 12:44.  Ground delay adjustment has a negative impact on arrival score.

Departure Demand Computation • Flight from ORD to EWR with Thirty Minutes of Ground Delay • If this flight had been held at ORD because of a ground delay program that impacted flights going to EWR, then the start of departure demand would be adjusted by the amount of the ground delay. Gate-Out = 11:05 Unimpeded Taxi-Out Time = 12 Ground delay = 30 minutes Wheels-off = 11:55 Start of Demand = 11:05 + 12 + 30 = 11:47 End of Demand = 11:55 Departure demand for this flight occurs in 1 time period: 11:45 to 11:59. •  Ground delay adjustment removes any negative impact on departure score

Input Data • Each day, input data are received by 0500 for the previous GMT-day completed flights from the following sources: • ETMS: Carrier, flight number, leave and arrive airport, DZ and AZ times, EDCT, ETE. • ARINC: Carrier, flight number, leave and arrive airport, OOOI times. • Runway File: Runway configurations, AAR, ADR, actual arrivals and departures by hour

  21. SAER Efficiency: Calculation & Effects The airport departure and arrival efficiency rates are combined and summed by quarter-hour intervals to provide an overall system airport efficiency rate. Hourly rates are weighted by arrivals in determining daily, monthly, and yearly totals. The entire operating day is used to determine efficiency. The best employment of available ground resources (e.g. airport runways and taxiways, landing and take-off procedures, and air traffic personnel and equipment) will result in the highest available airport efficiency rate
