MINISTRY OF AYUSH Independent Ministry for AYUSH systems was constituted by Government of India on 9th November 2014 • Government gives official patronage and accords recognition to AYUSH systems as national systems of medicine. • To encourage these systems, the physicians of these systems are imparted equal status

  6. Components of the AYUSH Services under National AYUSH Mission (NAM) • I Co-location of AYUSH facilities at PHCs, CHCs and District Hospitals • II. Rs 1.00 lakhs per annum for essential drugs (Homoeopathy) • III. Upgradation of exclusive/standalone Govt. AYUSH hospitals (other than PHCs/CHCs/Dhs) • IV Setting up of upto 50 bedded integrated AYUSH Hospitals • V. Supporting facilities such as Programme Management Units at Central and State level • VI. Supply of essential drugs to AYUSH Hospitals and Dispensaries • VII. Public Health Outreach activity • VIII. Mobility support at State and District level • IX. Behaviour change communication (BCC)/Information Education and Communication (IEC) • X. School Health Programme

Identified all available data sources to estimate the spread of government homeopathic wellness centres, the patient footfall, their morbidity profiles, average expenditure and number of homeopathic practitioners in India. • The data sources included: • National Health Profile 2017, • AYUSH in India 2017 and • Annual Reports of Ministry of AYUSH and Ministry of Health & Family Welfare (2015-16 & 2016-17) • National Health Policy 2017 • Secondly, the secondary data of health wellness centres being run by Government of India under Central Government Health Scheme (CGHS) was sourced on official request to the concerned officials. Allopathy vs Homoeopathy wellness centres ALLOPATHY HOMOEOPATHY A wellness centre would typically spend under three heads: Human resources Infrastructure and Cost of medicines First two expenses borne as a common expense across all units by the wellness centre The third one, the cost of medicines is the major criterion for assessing the functioning cost of each clinic

  16. Cost per visit Homeopathic unit: INR 100 (1£ approx.) Allopathic unit: INR 250-300* *May reach to INR 1000 or more, based on the illness. • The overall cost-effectiveness (considering the annual expenses of each pharmacy) of homeopathy units over allopathic units has been reflected to a ratio of 1:8 in our case study. • Similar budget structure exists in the other units, but due to limited information available on this in public domain, the same could not be corroborated for other wellness centres. • This ratio is even wider than a previous finding on cost-effectiveness of Homeopathy clinics in Delhi (India); 1:5. Public Health Intervention • Common types of interventions includes: • screening programs, • vaccination, (As in Homoeopathy: Genus epidemicus) • food and water supplementation and  • health promotion. • Common issues that are the subject of public health interventions include obesity, drug, tobacco, alcohol use, and the spread of infectious diseases

  20. What are the issues? • Prevention for epidemic diseases like Dengue, Chickungunya, h1n1 flu symptoms • Mother and Child Health • Illness due to seasons/change of season • Non Communicable Diseases (NCD) like Diabetes, Hypertension, Cancer, Cardiovascular diseases, etc.

  23. Public Health Advisory For prevention of dengue Council has published health advisory for prevention of dengue on 19.7.2017 in Hindustan Times (English) and Navbharat times (Hindi). For prevention of dengue and chikungunya Council has published the health advisory for prevention of dengue and chikungunya on 16.8.2017 in Times of India (English) and Dainik Jagran (Hindi).

Genus epidemicus • A Homoeo-prophylactic remedy developed after observing the general symptoms of a particular epidemic outbreak. • It has been found useful in the past (since the time of Hahnemann) till date. • Infact Homoeopathy got its foothold in India due to its efficient use in Cholera outbreak. • Central Council for Research in Homoeopathy (CCRH) has conducted several preventive studies. • Worth mentioning in this regard are: Belladonna 200C in Japanese encephalitis (during 1991 in UP) • Eupatorium perfoliatum 200C Chikungunya (Kerala) and Bryonia alba 30C for Chikungunya (Kerala in 2014)

HOMOEOPATHY FOR HEALTHY CHILD Pilot public health program in research mode initiated in Feb’2015 with following objectives: A total of 69450 children in age group of 6 months to 3 years have been benefitted. • To sensitize target audience including health workers, patients and care givers about benefits of homeopathy for common diseases of children. • To promote health through homeopathy for identified conditions. • To reduce morbidity and promote faster recovery due to conditions such as diarrhoea, respiratory infections, dental conditions, skin conditions, developmental delays, etc. in children. • To reduce morbidity due to conditions such as behavioral problems, substance abuse etc. in adolescents.

Overall Indian Scenario • Promotive – as there are many private and public practitioners who are bringing good name to Homeopathy • Progressive – as many scientists are now contributing to building body of evidence • Supportive – since national and state governments are successfully institutionalising and strategizing in favour of Homeopathy, with recent development of dedicated Ministry of AYUSH • Positive – as there is a vast number of patients who follow it • Spreading – as we are seeing educational advances in courses and their sources

Procurement of medicines under NAM • Medicines will have to be procured from Essential Drugs List (EDL) for Ayurveda, Unani, Siddha and Homoeopathy published by Department of AYUSH, Government of India. • At least 50% of the Grant-in aid: for procuring medicines from GMP compliant Central Public Sector Undertaking or from Public Sector undertakings, pharmacies under State Governments and Cooperatives. • Remaining 50% of Grant-in aid: may be used for procuring medicines as per EDL from other GMP compliant units having valid manufacturing licenses. • Essential non drug items like dressing items for first aid etc. may be provided out of the amount sanctioned for medicine/ essential drugs under different components required for achieving the desired objectives subject to a ceiling of five percent of the total amount sanctioned for the purpose.

  32. Conclusion • Homeopathy is playing an immense role in shaping the health scenario of India under the patronage of the Government. • Homeopathy services, wherever available, are being used fully and thus contributing efficiently in sharing the patient load at primary health level.

Conclusion ...conted • It is imperative that the huge brigade of skilled resources of Homeopathic practitioners are engaged in public healthcare wellness centres and national programmes, which would help us to achieve the Universal Health Coverage in India. • Use of Homeopathy, especially in those morbidity areas which are being reported to Homeopathy clinics, should be promoted further through dedicated health programmes and public health advisories.
