TOTS Historical Background • Joint Working Group of the Vetting Committee & Human Element in Shipping Committee • Provides a coordinated response by INERTANKO that will provide a level of comfort to Oil/Cos and ease compliance with Officer Matrix Requirements. • Also address increase in tanker accidents • The General Concept was endorsed by INTERTANKO Council (March 2007).

Stage 1 Completed Stage 1: • Summarises the Concept of TOTS. • Clearly Demonstrates Improved Standards • Shows how it will fill the “experience gap”. • Shows how it can be built around what exists today. • Shows how it fits into TMSA and how TMSA can be used as part of the verifying process. • Shows there is “no” conflict or duplication of effort. • Summarises how the system will work in practice.

  7. Overview We will look at Five Elements 1. Statutory: Entry Level (Core Competency) 2. Statutory: (Dangerous Cargo Endorsements) 3. TOTS: Company Based Record Book System: Part ATime in Rank (Rank Specific) Part BTime with Company 4. TOTS: Shore Based Company Verification (Time with Company) 5. TOTS: Ship Specific Practical Simulator Verification/Training (Tanker) (Time in Rank) CBT Training (Non-Tanker) (Time in Rank)

  8. Statutory: Officer Entry Level Core Competency • Tanker Familiarisation Course: IMO Model Course 1.01 • This exists today and is a core competency based entry standard for a person coming into the tanker industry, it does not supply the required level of comfort

Statutory (Dangerous Cargo Endorsements) STCW Reg V/1 2.2 Currently under review by the IIG & IMO; Expansion & Enhancement. • Currently the DCE does not supply a level of comfort • IIG Proposals to expand elements to shore staff • IIG Proposals to increase sea time requirements • TOTS is “not” a replacement DCE. • TOTS is “not” an alternative DCE.

  10. 3. TOTS Voluntary: Part A: Time in Rank & Ship Specific 3 x Record Book Modules • 3A Command Module (Master and Chief Officer) • 3B Senior Officer Tanker Module (Engine) • 3C Junior Officer Tanker Module (Deck and Engine)

  11. 3. TOTS Voluntary Part B: Time with Company 1 x Generic Record Book Module • Company operating systems and ISM Procedures. • Reporting and Operating Procedures • Options for Safety Quality Riding team • Open Question Techniques • Company PMS • Security

TOTS: Company run Verification of Time with Company • In-house company run technical verification process at Company Level to verify “Time with Company” (1-2 day assessment?) • Formal assessment of the “Time with the company” sections i.e. familiarity with company systems and requirements (TMSA 3A Stage 4.0,3B Stage 3.4 & 6A Stage 4.2)

  13. 5. Ship Specific Practical Simulator Verification/Training (IMO Model Course 2.06 as base). ..But developed to be tanker type specific. The training and experience gained in sections 1, 2 and 3, is practically verified by simulator & CBT training/assessment. Segregated into different ship types: • Crude Oil Module • Product Module • Chemical Module
