  5. Submitting and AccountableDistrict and School: • Release of students for short term enrollment out of district • Open / Closed Schools • ISES and PI-1563 have different student counts

  6. Educational Services provided outside of District Facilities: Improve quality of enrollment data for students receiving services at the State schools and in alternative settings: Wisconsin School for the Deaf Wisconsin School for the Blind and Visually Impaired CESAs CCDEBs Universities and Colleges Residential Care Centers Other Third Party Providers Hospitals (not a 3rd Party) Juvenile Detention Centers (not a 3rd party) Jails (not a 3rd party)

  7. Economic Disadvantaged Status: • NSLP under Provision 2

  8. Disability & Educational Environment Classification: • Data quality; who is entering the data? • Data accuracy • Use of Significant Developmental Delay (SDD) • Confusion with new Ed Environment code set

  9. Parentally Placed Private: • Which students are submitted? • Which district submits the student? • Ed Environment should reflect parent placement

  10. October 1 Child Count: • Low response from districts • Confusion with students expected in file • Cumbersome process

  11. Certification of Child Count: • No certification for 2007-08 • Districts may contact the Special Education Team to request the Child count

  12. Changes in WSLS

  13. Match Criteria: • Criteria for ‘near match’ revised • Improvement to match process

  14. Birth State • US Territories are available • Update Birth State of existing WSLS records for all students born outside the US • Include Birth State for all new WSLS records, if possible, but at a minimum for students born outside the US

  15. ISES Count Date / Year End Data Element Changes

  16. Immigrant (Title III) Status: Immigrant (Title III) is an indication of whether a student qualifies as an immigrant under Title III, Section 3301 (6) of the NCLB. Date of Birth, Birth State and Year in US Schools may be used to determine Immigrant Status in Count Date records for 2008-09.

  17. ELL Served Status: "ELL Served" indicates whether an ELL student is served in English language instruction educational programs designed for English Language Learners and if the program is funded by Title III. Expected for Year End and Count Date records.

  18. Migrant and Homeless Status Migrant Status and Homeless Status will be required in all ISES Year End records beginning in 2007-08.

  19. Years in US Schools: Years in US Schools will be calculated from Months in State when not provided.

  20. Native Language: Change in Definition Native Language will be collected for all grades based on English Language Proficiency and Immigrant (Title III) status.

  39. Discipline Record Uniqueness Criteria: Multiple incidents on the same day must have different removal start dates Multiple removals on the same day must have different removal types

  40. Incident Type Change in Code Set: Assault and Endangering Behavior are separated into distinct categories

  41. Modified Term Change in Code Set: Allowed only for firearms incidents Y is no longer valid N = firearms Incident Type and not modified M = modified for reasons other than IDEA I = modified because of IDEA

  42. Incident ID and Removal ID Not Implemented: Simplified matching using solely incident and removal IDs will not be implements for file upload

Tentative Fall 2008 ISES Schedule • ISES Count Date / Year End will open in July • WSAS roster file will be pulled around the first week of October. • Initial submission deadline for ISES Count Date, Year End, and Discipline data will be in early October. • ISES October 1 Supplement for Student with Disabilities will be due mid-October.
