ESG Program Purpose EMERGENCY SOLUTIONS GRANT PROGRAM • “…maintains support for a crisis response system through emergency shelters, but places an emphasis on identifying and preventing homelessness and returning those who experience homelessness back into the community as quickly as possible.”

Purpose of Today’s Webinar • Address questions about the • Part 2 application process • DCA funding priorities • Content of applications • Eligible activities • Provide technical assistance regarding submission of applications in Part 2 • Offer applicants a chance to learn from peers • Assist applicants in this competitive process in a fair manner that does not give advantage to one applicant over another

Today’s Webinar Will NOT • Provide guidance on Part 1 of the application process: NOI and Organizational documentation • Explicitly tell you which programs your agency should apply for or not apply for • If you are unsure about moving into a new field or program area--reach out to ESG grantees currently conducting those programs for advice. These decisions must usually be made by a Board of Directors or other Executive level committee

  5. DCA Funding Priorities • FEDERAL FUNDS: • Rapid Re-Housing • Shelter • HMIS • *STATE FUNDS: • Transitional Housing • Hotel/Motel Vouchers • Project Homeless Connect *State funded programs will be held to federal standards

  6. Award Limits by Program Type

  7. Application Scoring • Evaluation Categories: • Monitoring Performance • Application Content • HMIS • Program Performance • CoC/ESG Entitlement Priority

Emergency Shelter/Transitional Housing • Many transitional housing programs are in the process of changing their models to become emergency shelters • These agencies must decide whether to apply as ES or TH programs • THINGS TO WEIGH: • Applying as ES -- length of stay (performance measure) will be longer than other ES applicants • Applying as TH -- must serve special populations and small funding source makes grant more competitive

  9. HMIS • Can be used for supporting same efforts with ALICE system as HMIS 1. Reserved for Balance of State CoC and ESG Entitlement agencies/areas served 2. Limited to shelters, rapid re-housing programs 3. Available to prevention programs if funding is available 4. Available for program types listed above with high volume or large implementations

Hotel/Motel Vouchers • Balance of State CoC/ESG area agencies can apply under shelter • Agencies in other areas can apply for state-funded Hotel/Motel Voucher program • Must demonstrate clear reason that NO APPROPRIATE shelter is available • Must be associated with a housing program through which clients will be moved to permanent housing

Services Only Grants • Funding must be used to serve HOMELESS households! • Services Only grants can complement the work of homeless housing programs BUT will NOT be awarded if: • Services are available in the mainstream • Service costs can be covered by another ESG funding stream, i.e. case management, child care, and transportation for shelter and transitional programs

Rapid Re-Housing and Prevention • Staff costs are limited to case managers • Like other ESG program types 100% match is required to help cover administrative and other costs associated with implementing these programs • Ratio of relocation and stabilization services, i.e. case management (soft costs), in relation to hard costs like rental assistance, utilities, etc. must be reasonable and justifiable

  13. Street Outreach • Will NOT pay for the purchase of a vehicle! • Eligible transportation costs include: • Costs of transporting staff to work with clients • Costs of transporting clients to services and housing • Specifically: • Mileage for staff vehicles • Public transportation • Taxis

  14. Domestic Violence Applicants • Existing DCA ESG recipients must submit HUD APR in Part 1 of application • Report date 7/1/2012-2/28/2013 • Data quality will be evaluated • Must explicitly demonstrate knowledge of new regulations regarding definition of homelessness
