Report and RecommendationPAS Forecasting Requirements • Investigated and analyzed PAS requirements • Determined whether requirements or guidelines intended to require PAS to create an environment where block applicants would be: • Denied resources if the quantity of blocks requested in a particular month exceeded the quantity of blocks forecasted and, • Required to submit a replacement forecasted before applying for additional blocks. • Concluded that the PAS design conflicts with stated requirements. Recommendation: That PAS be modified to allow applicants to be assigned thousands blocks if there is a sufficient supply of blocks in the pool. Concluded that applicants are not required to update their forecast even if they are requesting more blocks than was forecasted for a particular month. NAOWG NANC Report

  4. 2002 NANPA Performance Survey Cover Letter and Timeline • Modified 2001 Survey, added questions related to the NANPA Code Administration System (CAS) • Solicited comments from NANPA and revised the survey accordingly. • Final Survey presented for NANC’s endorsement (See attachment) • Survey Timeline: 11-20: NANC review and approval 11-22: Survey distribution by the NANPA, and Industry Associations etc. 12-31: Completed survey due date 3-03: WG to present final report to NANC NAOWG NANC Report

Status NANPA 2001-2002Performance Improvement Plan PIP 1 - Code Administration System (CAS) • Working on CAS changes: • Insert negative numbers (code returns) when preparing the code application Months-To-Exhaust (MTE) worksheet • Specify more than on NPA when applying for a code in an overlay environment • Designing email campaign targeted at Part 1 Applicants who still do not use CAS to increase CAS usage beyond the current level of 30%. • Studying ways to contact SPs to initiate data (CAS, LERG and NRUF) discrepancies project, 792 OCN mismatches - considered most critical discrepancies. • Still developing a plan for reconciling CAS capabilities with original Lockheed Martin proposal. PIP 2 - NANPA Web Site • Added new navigational assistance page • Still working on search engine. PIP 3 - Code Administration • A new Performance Metric (PM) added to measure “code rejects” • WG reached agreement that the mechanization of the application process for CIC, 500, 900 and 555 resources should be tabled at this time. There is a lot of interaction between the NANPA and applicants using paper, which if eliminated, would greatly inhibit NANPA’s ability to perform the checks and balances required. NAOWG NANC Report

Status NANPA 2001-2002Performance Improvement Plan PIP 4 - Relief Planning • Checklist developed for standard package of information to be used at all initial relief planning meetings to ensure uniformity • Standardized Planning Letter (PL) proposed and is under development based upon input by the industry, the NAOWG and NANPA. PIP 5 - NRUF NANPA agreed to send monthly updated NRUF information to states desiring new reports when a SP provides new NRUF data. In some instances in the past, SPs had been approached by PUCs who had old reports that did not reflect the latest SP information PIP 6 - Measurements Three new Performance Metrics (PM) were added to the NRUF metric report to track NANPA’s performance. Most notable is providing timely notification to SPs that need to provide additional NRUF data PIP 7 - General NANPA has performed and participated in several activities in support of this PIP which tracks NANPA’s ability to take leadership roles on numbering issues that affect administration and distribute and explain FCC directives regarding numbering administration. Outstanding PA Change Order Review • Received direction from the FCC to begin reviewing PA Change Orders and preparing recommendations • Completed initial review of all outstanding Change Orders • Working to developed recommendation template • As needed, composing “questions for clarification” based on WG’s review of each change order • Working to finalize recommendations NAOWG NANC Report
