Use of Information About the Value of Ecological Systems and Services in Program Decision-Making and Policy Making • Demand low but tools could create need • NEPA review process • EPA 404 permits: approve or deny • Ecological SEPS based on ecosystem health • Engage public via mapping tools • Assess TMDLs on landscape level in order to improve state water quality data • SF/RCRA cleanups based on eco risk

Information, Tools and Approaches Used and their Validity/Usefulness for Decision-Making • Lake MI LaMP--contingent valuation of resources determines mgmt options • Oil Protection Act: Inland Sensitivity Atlas to protect eco and economic resources • ReVA informs EPA on regional scale the potential environmental vulnerabilities • EMAP probability-based monitoring • Wetland Valuation Tools: How defensible are these in NEPA use?

Additional Tools and Approaches Needed • EPA must support 2002 NCLD data set • Regions developed customized tools but need resources for ground truth/validation • Tools need more widespread use but must also meet EPA core program needs • CrEAM (R5) evaluates landscape health • Synoptic Model (R7) sets priorities to promote wetland health and function • GIS Screening (R6): cumulative impacts

  6. Scientific Advice on Valuing the Protection of Ecological Systems and Services that Would be Useful to Your Program • EPA needs to value ecological resources for cost/benefit analyses • EPA needs to develop a consistent set of questions to evaluate ecosystem health for use in core program offices. • SAB should monitor and inform all relevant parties on emerging ecosystem assessment work.
