Project Objective The City of Cleveland (City), Department of Port Control (DPC), is seeking statements of qualifications (SOQ) from qualified firms with demonstrated experience and knowledge of appraisal services, including appraisals to determine the fair market rental value and/or market value of vacant land, improved properties, easements, conservation easements and right-of-ways.

Minimum Qualifications • Provide evidence that it has a minimum of three (3) continuous years of experience in the last five (5) years in performing appraisal services including, but not limited to, determining the fair market rental value and/or market value of vacant land, improved properties, easements, conservation easements and right-of-ways. • Have demonstrated experience sampling and providing appraisal services in compliance with all applicable federal, state, and local laws. Firms must provide evidence of established QA/QC and Health and Safety Programs. Firms will also include strategy for responding to the DPC on-call requests in no more than one-hour in an effort to capture real-time conditions. • Have previous experience in appraisal services for other airports; or employ a designated staff member with airport experience. Designated staff member should have required licenses and/or certifications.

Minimum Qualifications (con’t) • Have demonstrated experience in establishing and maintaining constructive relations with project stakeholders, regulatory agencies, and the community. • Posses all applicable licenses, certificates, permits or other authorizations required by all governmental authorities, including the City, having jurisdiction over the operations of the Successful Firm at the Airport or elsewhere. • Be authorized to conduct business in the State of Ohio, Cuyahoga County and the City of Cleveland.

  10. Consultant Responsibilities/Scope of Work • The selected Consultant will, on a task order basis, be expected to provide consulting services and perform appraisals including, but not limited to, determining the fair market rental value and/or market value of vacant land, improved properties, easements, conservation easements and right-of-ways. • Appraisals must comply with the Uniform Standards of Professional Appraisal Practice, as adopted by the Appraisal Standards Board of the Appraisal Foundation and such other standards adopted by the Real Estate Appraiser Board, to the extent that those standards do not conflict with applicable federal standards in connection with federally related transactions. • Appraisals must be in compliance with the applicable standards prescribed by the Board of Governors of the Federal Reserve System, the Federal Deposit Insurance Corporation, the Comptroller of the Currency, the Office of Thrift Supervision, the National Credit Union Administration, and the Resolution Trust Corporation in connection with federally related transactions under the jurisdiction of the applicable agency or instrumentality.

  11. Consultant Responsibilities/Scope of Work(con’t) • Appraisals must meet all current requirements of the Federal Aviation Administration (“FAA”) pertaining to appraisals. It is the responsibility of the Consultant to ascertain the requirements contained in applicable FAA orders and circulars and to fully comply with those requirements. • Appraisals must be performed within the scope of Consultant’s certification.

Statement of Qualification • Each firm shall submit six (6) complete Statements, consisting of one(1) unbound original and five (5)identical bound copies and one (1) CD-ROM containing the Statement, to the City of Cleveland no later than 5:00 p.m. EST on Thursday, December 15, 2010. • Statements will be evaluated based on the following criteria as detailed on page 20 of the RFQ: • Qualifications/Experience (15 points) • Project Approach (30 points) • Key Staff (20 points) • Management approach (25 points) • Work Product Sample (10 points) • Proposal Discounts Available • CSB, MBE or FBE (or Joint Venture) Credit = 5% • LPE, SUBE Credit = 4%
