Web: Smokefree.ne.gov E-mail: smokefree@dhhs.ne.gov Phone: 402-471-8320 Indoor/Outdoor Areas Indoor area defined: “an area enclosed by a floor, a ceiling, and walls on all sides that are continuous and solid except for closeable entry and exit doors and windows and in which less than twenty percent of the total wall area is permanently open to the outdoors.” So if doesn’t meet definition of indoor area, then it is an outdoor area.

  2. Web: Smokefree.ne.gov E-mail: smokefree@dhhs.ne.gov Phone: 402-471-8320 Indoor/Outdoor Areas MEASUREMENT GUIDANCE Measure 8 feet in height and total length of each wall to get Total Wall Square Footage (TWSF) TWSF = _____________ Take 20% of TWSF to get Necessary Permanent Open Space (NPOS) NPOS = _____________ Measure all permanently open areas (length X width) in the wall space to get amount Permanent Open Space Present (POSP) POSP = _____________ POSP should be greater than or equal to NPOS

  3. 10 feet 8 feet 10 feet Web: Smokefree.ne.gov E-mail: smokefree@dhhs.ne.gov Phone: 402-471-8320 Indoor/Outdoor Areas Measurement Example For this example, the overall wall height is 10 feet and the wall length is 10 feet. Only the first 8 feet of wall height are used in the Total Wall Square Footage (TWSF) calculation. The wall is completely enclosed, with no open area to the outdoors.

  4. 0.5 inch wrought iron spaced 6 inches apart 10 feet 8 feet 10 feet Web: Smokefree.ne.gov E-mail: smokefree@dhhs.ne.gov Phone: 402-471-8320 Indoor/Outdoor Areas Measurement Example (continued) For this example, the overall wall height is 10 feet, but as before, only the first 8 feet are included in the Total Wall Square Footage calculation. This entire wall is open to the outdoors, but the opening is partially blocked by 0.5 inch thick iron bars spaced evenly 6 inches apart. The entire open area, including that above 8 feet tall, is included in the Permanent Open Space Present (POSP) calculation.

  5. Web: Smokefree.ne.gov E-mail: smokefree@dhhs.ne.gov Phone: 402-471-8320 Indoor/Outdoor Areas Measurement Example (continued) Calculating Total Wall Square Footage (TWSF) North Wall 8 ft X 10 ft = 80 sq. ft East Wall 8 ft X 10 ft = 80 sq. ft South Wall 8 ft X 10 ft = 80 sq. ft West Wall 8 ft X 10 ft = 80 sq. ft TWSF = 320 sq. ft Calculating Necessary Permanent Open Space (NPOS) 320 X 0.20 = 64 sq. ft. Measuring Permanent Open Space Present (POSP) 10 ft high X 10 ft long = 100 sq. ft. total Subtract wrought iron bars 0.042 feet X 10 ft tall X 20 bars = 8.4 sq. ft. NOTE: bar width = 0.5 inches which equals 0.042 feet Bar spacing = 6 inches apart is 2 per foot POSP = 100 sq. ft. – 8.4 sq. ft. = 91.6 sq. ft.
