  2. Professional Non-Tenure Track Faculty August 26, 2014

  3. Big Picture Numbers New Faculty Orientation UM is like most other universities nationwide: • 1,600 Tenured/Tenure-track Faculty • 3,200 Non-Tenure Track Faculty Rough breakdown of NTT Faculty: • 1,000 Instructional Faculty • 1,800 Research Faculty • 400 Service / Extension Faculty

  4. NTT Faculty New Faculty Orientation Deliver 40% of undergraduate credits, equal to that delivered by T/TT faculty (staff and GAs account for remaining 20%) Bring $100,000,000 in research awards to campus annually (approximately 20%) Connect campus to local, state, and federal agencies through appointments and outreach efforts off campus

  5. “NTT” Not Homogenous New Faculty Orientation • Instructional Faculty • 300 Full-time • 350 “Adjuncts”, i.e. one course/semester or year • 350 Part-time, teaching is primary career • Research Faculty • 600 post-docs, a.k.a. “Research Associate” • 400 Research faculty (e.g. “Research Scientist”) • 800 Faculty Research Assistants (FRAs)

  6. “NTT” Not Homogenous New Faculty Orientation • Service • 300 Extension across the state • 100 Clinics and teacher certification programs • “Faculty Research Assistants” • Students with Bachelor’s degrees • Researchers with PhDs as Co-Is on grants • Everything in between

  7. Campus Initiatives New Faculty Orientation USM (University System of Maryland) Policy on Adjunct Faculty, amended to apply here Director position in the Office of Faculty Affairs tasked with addressing NTT issues Senate-Provost Task Force charged with determining NTT faculty concerns and recommending changes to policies and practices

  8. Report: Areas of Concern New Faculty Orientation • Compliance with existing policies • Appointment system that doesn’t serve faculty or institutional needs • Inadequate system of titles leads to mismatches between titles and responsibilities --- and thus to unclear expectations

  9. Areas of Concern (cont.) New Faculty Orientation • Poorly defined and inconsistently applied standards for evaluating and promoting NTT faculty • Little to no support or recognition for participation in professional development activities or professional accomplishments • Inadequate opportunities for participation in shared governance at all levels

  10. Task Force Report Summary New Faculty Orientation Current policies and procedures hinder NTT faculty efforts to contribute to the institution. Inconsistent compliance with existing policies is detrimental to both NTT faculty and the institution. 21 recommendations for addressing concerns. The University of Maryland can become a leader in creating a new model for how a major research institution fully engages all members of its faculty regardless of their tenure status.

  11. First Steps New Faculty Orientation • In the Senate: • The University Senate passed a new system of titles that regularizes NTT faculty appointments, contract terms, and promotion opportunities. • The Senate’s Faculty Affairs Committee has proposed adopting “Professional Track” as the official category for faculty not eligible for tenure. This proposal will be brought to the full Senate this fall.

  12. First Steps New Faculty Orientation • From the Provost: • An online contract system has been deployed to provide better management and oversight of Professional Track (PTK) faculty appointments campus-wide. About half of our PTK faculty have contracts created through the online system. • A type of PTK faculty appointment that allowed PIs to set benefits levels for certain research faculty has been discontinued. Beginning FY16, all benefits-eligible faculty will be given access to the same benefits package.

  13. First Steps New Faculty Orientation • From other units: • The Office of the Vice President for Research changed the registration procedures for the workshops they offer to first-come, first-served. • The ADVANCE program initiated Advancing Professional Track Faculty, a program to enhance professional development and networking opportunities for PTK faculty at UM.

  14. Next Steps New Faculty Orientation With the new title system will come unit level guidelines for evaluations and promotions Campus protocol for making policies available on department and college web sites Full deployment of the contract management system Development of institutional awards for PTK faculty Re-apportionment in the University Senate

  15. Some Basic Tips New Faculty Orientation • Be willing to ask about and look up policies: -for summaries --- http://faculty.umd.edu -for policies --- http://www.president.umd.edu/policies >>> Don’t assume that “It’s policy” is accurate. • Get to know your business officer(s) and be respectful --- they can make a big difference in keeping employment processes smooth. • If possible, connect with other PTK faculty in your department. If not your department, try other units in your college.
