The University Planning and Budget Council (UPBC) advises the Chancellor on: • the allocation of University resources, including salaries, consistent with the University’s values, goals, and priorities. • the long-term goals and strategic plans for the University Historically, the UPBC focused on budgets two years out; recently, that emphasis has changed
