Regulation (EC) no 223/2009 on European Statistics, 11 March 2009 • Basis for the development, production and dissemination of statistics within the European Statistical System (ESS) • Binding rules on statistical principles to be followed, in particular the European Statistics Code of Practice setting quality criteria • Definition of the ESS and its partners • Establishment of the ESSC – representatives of the national statistical authorities • Roles of European Statistical Governance Advisory Board (ESGAB) to advise on implementation of Code of Practice and European Statistical Advisory Committee (ESAC) to represent user needs • Specific chapter on statistical confidentiality/protection and transmission of confidential data Working Group, Statistics on Crime and Criminal Justice i

Crime statistics : Working Group & Task Forces • The Working Group was set up as referred to Commission Communication of 7/8/2006 (Action Plan 2006-2010) and in the Commission Decision setting up the Expert Group • Annual meetings of Working Group held 2007, 2008, 2009 • Regular reports to annual meeting of Directors of Social Statistics; most recently a report on implementation of the Action Plan, September 2009 • Mandate of the Working Group also includes the option: “To identify specific tasks within the European Statistical System relevant to the Action Plan for delegation to task forces, and to propose the mandates and members of such task forces.” • Two task forces are currently operational • victimisation • crime data availability Working Group, Statistics on Crime and Criminal Justice i

Council and Commission programmes relating to crime and criminal justice • The Hague Programme : Strengthening freedom, security and justice in the European Union, adopted by the European Council November 2004 • Developing a comprehensive and coherent EU strategy to measure crime and criminal justice: An EU Action Plan 2006 – 2010, Communication from the Commission, COM/2006/0437 • The Stockholm Programme : An open and secure Europe serving and protecting the citizens, adopted by the European Council December 2009 Working Group, Statistics on Crime and Criminal Justice i

Statistical activities under the Stockholm programme 4.3.2 More effective crime prevention • Continue developing statistical tools to measure crime and criminal activities • Reflect on how to further develop, after 2010, the actions outlined and partly implemented in the EU Action Plan • Set up an Observatory for the Prevention of Crime (OPC), the tasks of which will be to collect analyse and disseminate knowledge on crime (including organised crime (including statistics) • Commission to submit a proposal on setting up the OPC by 2013 at the latest Working Group, Statistics on Crime and Criminal Justice i
