  1. ALABAMA DEPARTMENT OF ENVIRONMENTAL MANAGEMENT & ALABAMA DEPARTMENT OF TRANSPORTATION CONSENT AGREEMENT AND MEMORANDUM OF AGREEMENT YIELDS ENVIRONMENTAL BENEFITS Presented by Steven Jenkins, Chief, Field Operations Division, Alabama Department of Environmental Management

ENVIRONMENTAL BENEFITS • Implementation and maintenance of effective BMPs on construction projects (COMPLIANCE) • Memorandum of Agreement • Formalization of lines of communication • Designation of ALDOT Division Stormwater Coordinators • Designation of ADEM Field Office Area Inspectors • Implementation of erosion/sediment control and stormwater compliance training program (QCI Program) • Coordination during unannounced ADEM inspections • Provides for prompt implementation of corrective measures when needed • Implementation of a Supplemental Environmental Project

  3. COMPLIANCE PROGRAM • Evaluate 10 specific projects with concerns • Promptly implement corrective actions • Provide remediation as necessary • Achieve and maintain compliance on all projects

  4. Supplemental Environmental Project • Expanded compliance training program • Sponsor compliance training for County and Municipal officials involved in construction • Provide radios/cell phones for the ADEM construction stormwater staff to immediately communicate identified concerns • Facilitates expedited compliance

  5. CONCLUSIONS: PROGRESS IS BEING MADE; CONTINUE TRAINING ACTIVITIES; CONTINUE COMPLIANCE RELATED ACTIVITIES.
