Problem arose from frequency interference in the 800 MHz band between Public Safety/Utilities/Businesses and commercial Wireless Systems operating in adjacent or same bands FCC ordered a reconfiguration of 800 MHz Band Move Public Safety licensees to lower segments of Band Implement a Guard Band to buffer PS from Commercial Wireless Systems

Project Scope 1-120 and NPSPAC projects Phases in Each Project Prepare Planning Funding Request Negotiate Planning Funding With Nextel Execute Planning Activities Prepare Frequency Reallocation Agreement (FRA) with Implementation Funding Request Negotiate with Nextel for FRA Rebanding Implementation and Retuning Most issues arising for GTA and other licensees is the negotiations with Nextel. Their fast track funding is $55/radio, but when there are interoperability and public safety communications issues, that is an unreasonable amount.     6. 1-120 Sites Valdosta State University EF Johnson Radio System No current Interoperability Identified Milledgeville Single Site Motorola Trunked & Single Channel Conventional 5 separate Prisons on the system GSP NPSPAC radios have Milledgeville programmed into them, but will not be retuned for these channels until the NPSPAC phase. Macon Tech Single Channel Conventional Motorola System No current Interoperability Identified Savannah Ports Authority Only used in Talk Around Mode Will be rebanded under Savannah communications FRA

NPSPAC Sites UASI System Current subscriber units from City of Atlanta, Dekalb County, Fulton County Most Subscribers will be retuned under their FRAs GTA will be retuning infrastructure Coordinating with new users coming on board during retuning phase Interoperability with Cobb County Radio System GSP will be coming aboard in the near future State System at Peachtree #2 Significant interoperability Still working to identify all systems that are interoperable with this system

Challenges in the Atlanta Metro Area for Rebanding There is an existing interference problem with the Channel 69 TV station in the Frequency range GTA and many other licensees in the Atlanta are being moved to. Nextel has refused to address the issue to date Ch 69 will not be moving to digital until 2009 Rebanding must be complete in 2008 To resolve this issue, all affected licensees in the Atlanta are need to work together. GTA/ARINC have met with Marta on the issue and will continue to work together on it. Schedule delays due to negotiation delays or time for Nextel to Clear frequencies. There is significant interoperability across systems in the area. This will require coordination of schedules and users to ensure no disruption of service. Updates and changes are made by an agency after ARINC has completed inventory and before retuning is performed.
