What is EULIS? • European Economic Interest Group: NGO not-for-profit • Development portal started 2002 • EULIS’ ambition is to be the first call for European land and property information • The long term vision is to help create an environment: • To facilitate cross border lending • To facilitate transfer of title cross border by providing legal and related information

  4. Who can use EULIS? Professional customers: • Banks, lenders, • Solicitors, legal professionals • Estate agents • Credit agencies, Auditors • Enforcement agencies, police & investigative authorities • Government departments And last but not least: • Individual citizens

What would German banks expect from EULIS? • Which information could be valuable? • Preparation: • Assessment of the legal situation of the property: • owner, encumbrances, easements, prior rights • Assessment of the legal situation of connected properties: • rights equivalent to property: leasehold, erfpacht, Erbbaurecht, superficie, emphyteeusis etc. • encumbrances on the property, rights of way etc. • legal situation of the owners: • links to marital registers, inheritance information? • Economical situation of the lender: • other properties? (electronic note to the bank?) • Valuation: • community registers, Baulastenverzeichnis and other additional registers • zoning (What can be build on the site?), public law information • cadaster

What would German banks expect from EULIS? • Valuation continued: • values of comparable properties, transactions etc. • maps • photographs • For German banks, EULIS can not replace in situ inspection, but can reduce the costs and make inspections more efficient. • EULIS can be used for the information for periodic re-assessments. • Should the format of EULIS information be standardized for all countries? • Standardized information is only useful, if the content of information is really the same. otherwise, it can be misleading. • Land registers in Europe give legal information with different effects and content: • Examples:
