  2. For which ships are these regulations applicable ? Annex III applies to all ships carrying harmful substances in packaged form. The carriage of harmful substances is prohibited, except in accordance with the provisions of this Annex.

  3. What is a HARMFUL SUBSTANCE ? Regulation 1.1: A Harmful substance is identified as a marine pollutant in the International Maritime Dangerous Goods Code, IMDG Code

  4. What is a MARINE POLLUTANT ? • Appendix to MARPOL Annex III: Guidelines for the identification of harmful substances in packaged form • Substances identified by any one of the following criteria are harmful substances: • Bioaccumulated to a significant extent and known to • produce a hazard to aquatic life or to human health, or • 2. Bioaccumulated with attendant risk to aquatic organisms or to human health with a short retention of the order of one week or less, or • 3. Liable to produce tainting of seafood, or • 4. Highly toxic to aquatic life, defined by a LC50/96t hour less than 1 ppm (or 1 mg/litre)

  5. How do I know on board that it is a MARINE POLLUTANT ? Parties to the Convention shall issue detailed requirements on packing, marking, labeling, documentation, stowage, quantity limitations and exceptions for preventing or minimizing pollution of the marine environment by harmful substances.

  6. How do I know there is DANGEROUS GOODS on board the ship ? Dangerous goods shall be identified by: LABELS MARKS SIGNS

Where to find regulations for the transportation of dangerous goods ? • SOLAS Chapter II-2: Construction - fire protection, detection, extinction • Part G: Special requirements • Regulation 19, Carriage of dangerous goods • 1 Purpose • To meet the fire safety objectives for ships carrying dangerous goods: • .1 fire protection systems shall be provided to protect the ship from the • added fire hazards • .2 dangerous goods shall be separated from ignition sources • .3 personnel protective equipment shall be provided • Special requirements: Water supplies, Sources of ignition, Fire Detection • system, Ventilation, Personnel protection, Portable fire extinguishers, • Insulation of machinery space boundaries, Water-spray system, • Separation of ro—ro spaces, • Bilge pumping, the drainage shall be either led directly overboard or • to a closed drain tank located outside the machinery spaces. • The tank shall be provided with a vent pipe to a safe location • on the open deck.

SOLAS Chapter VII: Carriage of dangerous goods Part A: Carriage in packaged form Regulation 2, Application The carriage of dangerous goods in packaged form is prohibited, except in accordance with the provisions of this chapter. Regulation 3, Requirements for the carriage of dangerous goods The carriage of dangerous goods in packaged form shall be in compliance with the relevant provisions of the IMDG Code.

  12. What do the regulations say concerning transportation of dangerous goods ? SOLAS, Chapter VII, Part A, Regulation 4, Documents Dangerous goods packed in a container shall be accompanied with a packing certificate stating that the cargo in the unit has been properly packed and secured and that all applicable transport requirements have been met.

  13. What do the regulations say concerning transportation of dangerous goods ? SOLAS Chapter VII, Part A, Regulation 4, Documents Each ship shall have a detailed stowage plan, which identifies the dangerous goods by class and sets out the location of all dangerous goods on board. A copy shall be made available, before departure, to the organization designated by the port State authority.

  16. What do the regulations say concerning transportation of dangerous goods ? SOLAS Chapter VII, Part A, Regulation 6: Reporting of incidents involving dangerous goods When an incident takes place, involving the loss or likely loss overboard of dangerous goods in packaged form into the sea, the master shall report to the fullest extent possible to the nearest coastal State. The report shall be based on resolution A.851(20): Guidelines for reporting incidents involving dangerous goods, harmful substances and/or marine pollutants
