  2. Russia’s New Customs Code • Incorporates preliminary customs processing, CLEAR-PAC’s premise • CLEAR-PAC demonstrated 85% of clearance process could be successfully completed prior to cargo arrival www.fraec.org

  3. CLEAR-PAC’s Automated System • Multi-modular system that allows for preliminary customs processing • Provides non-existing link between Russian Customs and customs brokers www.fraec.org

  4. Import Module U.S. – Russia Trade Facilitation Link Transit Module CLEAR-PAC’s Automated System Expandable and fully adaptable system with multiple modules to automate the customs process

  5. Transit Module • Used in Vostochny; all transit shipments – about 3,000 containers per month – are processed via CLEAR-PAC • Average release within 24 hours after cargo arrival www.fraec.org

  6. Import Module Links Russian Customs and customs brokers allowing real-time customs processing prior to cargo arrival www.fraec.org

  7. U.S. – Russia Trade Facilitation Link • Internet-based system that connects exporters and shipping agents to customs process in Russia • Goal: real-time tracking and two-way exchange of information between exporting countries and Russia www.fraec.org

  8. CLEAR-PAC Expansion • Russian Far East – optimal testing region – will continue to be important • CLEAR-PAC envisioned as a Russia-wide system • St. Petersburg is a priority for expansion www.fraec.org

  9. CLEAR-PAC Expansion: Next Steps • Upgrade system to meet SCC’s new IT requirements, such as XML compatibility • Secure official license from Russian Customs certifying CLEAR-PAC’s software • Work with St. Petersburg trade community www.fraec.org
