  4. 4 OIV - IRMM structures OIV : Intergovernmental organisation 47 member states Missions: - to assist other international organisations especially those which carry out standardisation activities; - to contribute to international harmonisation of existing practices and standards and, as necessary, to the preparation of new international standards IRMM : is part of the Directorate General - Joint Research Centre of the European Commission Missions: - The mission of the IRMM is to promote a common European measurement system in support of EU policies, especially health and consumer protection, environment, agriculture, internal market and industrial standards

  6. 6 Common interest : Reliable measurement results • Measurements are used to make decisions - in trade - consumer protection • OIV goal : result from Chilean lab equivalent to that from France … • Creating confidence in measurements : - by showing that best practice is followed - by having a transparent system

  7. 7 OIV : long tradition in measurements • Sub-commission on Analysis (since 1935 mod.1954) • OIV produces standardised methods (compendium) • OIV members perform validation of these methods on interlaboratory tests • Strong link with networks of field laboratories, national regulation systems, and with international organisation (e.g. Codex Alimentarius, CEN, ISO, AOAC, IAM )

  8. 8 Measurement result quality : some key issues • Quality of a result : responsibility of individual laboratories in member states • Laboratory competence assessment : OIV stimulates use of accreditation • How equivalent is measurement capability across the world ? Diffic ult to assess for OIV

  9. 9 Example 1 :The European project REFMAT OBJECTIVES: Establishing field reference materials for the authentication of food and beverages by isotopic analyses d D and d 18O of water d 13C of sugar and ethanol Certification of 5 Reference Materials suitable for isotopic analysis of wine, alcohol, fruit juices and sugars. Improve the comparison of isotopic determinations in enforcement laboratories funded by the DG Research of the European Commission (SMT3 - CT96 – 2086).

  14. 15 Conclusions :how did OIV profit ? • Link with a community previously unknown, opportunities for symbiosis • Reference Measurements and Materials is not OIV core business : profit from core business of others • Exposed to best practice : designation of laboratories (e.g. control, inspection, reference laboratories) should ideally be backed up by demonstrated competence

  15. 16 Conclusion : further prospects • Scope for further strengthening link with metrology infrastructure via appropriate projects • interlaboratory comparisons • appropriate wine CRMs • appropriate training of laboratories and end-users (e.g. enforcers, regulators)
