4. You’re Going to Contact Human Resources (HR) Submit a Request for Personnel Action and an Above School Level request.

Talk to the Specialist about the position and the possibilities on how you want the position announced.
5. What Will Human Resources Do? 1) Guide you on how to fill the position
2) Work with you on building the crediting plan and help you pick out those KSA’s that mean the most to you in filling that position with the right person.
3) Announce your position, locally or world wide using our merit promotion plan to gather the most qualified applicants
6. What will HR do once the announcement is closed? Issue you a referral list of those qualified applicants that specifically applied for your vacancy.
7. What else do you need to do as a selecting official? Review the applications
Review their KSA’s and document to get to the best candidate
Interview the top candidates
Make the selection(s)
8. After Selection What Will Human Resources Do? 1) Make the Job Offer
2) Negotiate the Release Date (if necessary)
3) Notify you regarding your new employee.
4) Finalize any details pertaining to the action and the employee

Communication is the key and the communication has to go in both directions!

11. Your Choices Are: The Desk Audit
Send an e-mail to Classification and Compensation and discuss with them about the current position and what additional duties will be assigned
They will research and let you know if it warrants a higher grade
If a higher grade is warranted they will tell you to submit an RPA
12. If The Position Is Not Encumbered You can assign the higher duties to the vacant position
Certify the duties by signing an OF-8
Get with HR on announcing the position under competitive procedures
13. What About That Hard To Fill Position? HR will do everything in our power to get you a qualified able bodied person.
We might have to reannounce the position and
broaden the area of consideration.
Discuss with management the limiting areas for candidates and offer suggestions on how to get around the limitations.
As a last resort open the vacancy to all U.S. Citizens and forward to OPM for issuance of a certificate at the average cost of about $800.00
