The Louth Age Friendly County Initiative is directed by the Louth Age Friendly County Strategy which is based on the 8 strategic framework areas of the WHO Guidelines for an Age Friendly City. Background
To increase the participation of older people in the social, economic and cultural life of the community, for everyone’s benefit; To improve the health and well-being of older people in the county; To show how services and supports for older people can be made more responsive, caring, professional and accessible, through imaginative and cost-effective partnerships; To lead the way in demonstrating the processes that are required, the benefits to be gained and the lessons to be learned from such an integrated initiative. The ambition of this Strategy is that Louth will be a county in which older people will: Be leaders in revitalising and strengthening the well-being of their communities Feel and be involved and influential, and be valued for their life experience, talents and contributions; Be healthier, mentally and physically; Feel safe and secure in their homes and everywhere they are ‘out and about’; Have the necessary information and transport to access the supports and services they need. The Implementation of the strategy is dependent on a partnership approach whereby the Louth Age Friendly Alliance, a strategic policy group, works in collaboration with the voice of older people (Louth Older People’s Forum) and R&D (Netwell Centre) to implement prioritised areas of the strategy. The Alliance is therefore informed by 2 strands: The voice of older people (LOPF) Research & Development—Netwell Centre, DkIT Implementation
The voice of older people is captured in Louth Older People’s Forum which was formed as a result of workshops held throughout the county asking older people how the forum should be constituted. The Forum is constituted from 4 areas as follows: Older People’s Groups Advocacy Groups for Older People Nursing Homes and Day Care/Hospital Individuals There are 204 people registered with the forum to date. The forum has a 2 year term which is up in July 2011. Louth Older People’s Forum
The Terms of Reference for the LOPF are: To represent the voice of older people. (3 members sit on Alliance) and any other group tasked with the implementation of the Louth Age Friendly Initiative. (The Bottom up approach). To guide and advisethe Age Friendly Alliance and any other group tasked with implementation of the Louth Age Friendly Initiative. To promoteand developthe Age Friendly Initiative through mutual support within the group and through collaboration with other groups, agencies and alliances. To communicate the development of the achievements of the Age Friendly County Initiative to the wider community in County Louth. Tosupport the Age Friendly Alliance in the delivery of actions identified by the Older People’s Forum and the Alliance. LPOF Action Plan • LOPF developed an action plan at a policy day on 9th Feb 2010. (109 people attended) Areas prioritised include: • Safety & Security • Housing Adaptations • Home Care • Transport • Volunteering
Inclusive and Cohesive Communities • Plan for inclusiveness and safety • Consult with Gardai, HSE, VEC, FAS, Partnership companies • Housing mix must be right • Transportation links • Allocations Policy • Health Impact Assessment Capacity Building within communities • Sense of belonging and identity • Pride in surroundings • Identify Community Leaders • Develop Volunteer Mentoring Opportunity to participate • Access to day-care • Access to Training • Job Linkage Programme • Proximity / Accessibility to services • Shopping • Places of Worship • Education, Library • Primary Health care • Recreation, sporting activities and amenities
Background on Ardee • 2006 Census – 4,301 1, 130 – (26%) - 40 – 65 576 (13%) – 65 + • By 2031 Population in Ardee over 65 will have doubled
Ambition of L.O.P.E. and Alliance • The County will develop its own Principles for Age Friendly Planning based on W.H.O. Age Friendly City Guidelines. • These principles will be incorporated into the County Development Plan

IMPACT ON PLAN • Clear vision stated “To develop and promote the implementation of an Age Action Plan which will identify, prioritise and provide a timeframe for the provision of infrastructure that will make Ardee an exemplary Age Friendly Town”
Louth Local Authorities have utilised the review process for the Ardee Local Area Plan to build-in the concept of an age friendly “enabled area” into the spatial plan for the town Strategic Objectives OBJ 10: To embrace the Age Friendly society and turn Ardee into an Age Friendly Town Translated into specific policy; Policy INF 24 To develop and promote the implementation of an Action Plan which will identify,prioritise and provide a timeframe for the provision of infrastructure that will make Ardee an exemplary age friendly town’.
Made operational by land use zoning objective which is specific to the “Enabled Area” identified in Ardee Land Use Zoning Category and Objective Colour Zone Abbr.

Ardee Lessons • It is possible to generate public interest and participation • Our capacity to respond is limited by the process we currently engage • Our system of planning is to regulate land use or market demands not the people. • This is a long term project.
