Record Breaking PerformanceofAssam in Agriculture getsNational Recognition Assam is adjudged as the “Highest Ranked State” amongst Group 2 States for best performance in producing Foodgrains, thus became entitled to award of Rs. 2.0 crore. The category II States include Orissa, Tamil Nadu, Gujarat, Chattisgarh, Jharkhand, Uttrakhand, Jammu & Kashmir, Himalchal Prsdesh besides Assam. Assam has also ranked 1st for performance in Rice amongst all the States. Prime Minister Dr. Manmohan Singh presenting KRISHI KARMAN AWARD to Hon’ble Chief Minister.

Kharif Assessment • In Kharif 2011, by and large the situation is promising because – • Though deficient, the rainfall distribution is favourable. • No major damage of crop due to flood. • No pest & disease outbreak. • Schematic support in time. • The Weather Watch Report reflecting more area coverage in Kharif Rice than 2010-11. • Other than Rice, the prospect of Jute, Kharif Pulse & Oilseeds seems to be equally good.

Issues Of Concern • Low Productivity : • Rice is the major foodgrain crop. Highest Rice productivity (2010-11) i.e. 1969 Kg. per hectare as compared to national average of 2240 Kg. per hectare. • Very small & fragmented land holding : • Average land holding : 1.11 hectare against national average of 1.33 hectare. • Seed Certification : Seed Certification Agency (ASSCA) virtually defunct. • Net crop area under assured irrigation : Only 22.5%. Absence of electrical connectivity compels farmers to use diesel run pump sets making cost of production high. • Consumption of fertiliser : 67 Kg. per hectare against 129 Kg. per hectare at national level. • Negligible usages of Micronutrients : Applied in only in 5% of Net Cropped Area.
Issues of Concern • Availability of Farm Power : 0.70 HP per hectare against national average of 1.20 HP per hectare. • Weak marketing infrastructure (Villages connected with metalled Road): 35% • Low credit flow : 82% farm families are deprived of agricultural credit through KCCs. • Procurement : High moisture content of Paddy makes it unfit for procurement by FCI / State Agencies.
