4. Local initiatives today Most LGUs have been doing MDG even before it became a byword in UN and development circles thru local poverty alleviation programs.
The challenge for Philippine LGUs may no longer be on the quantitative aspect of the targets but on the quality of their accomplishment of the goals
For Naga City, it’s “AN MAOGMANG LUGAR”
5. Goal #1: Eradicate extreme poverty 83% coverage of all urban poor households today compared to 12% in 1990 notwithstanding increases in population and in-migration
Reduction in number of underweight children from 9.19% in 1995 to 5.63% in 2004
Enhanced access to safe drinking water to 86% of all households compared to only 41% in 1990
6. Goal #2: Access to primary education Attained a participation rate of 106% in 2003-04 compared to 92% in 1991-92
Slashed drop out rate from 1.10 in 1991-92 to 0.97% in 2003-04
Improved graduation rate from 97% in 1991-92 to over 99% in 2003-04
Opened four elementary schools to accommodate pupils from newly-established resettlement areas
More workbooks, textbooks, teacher trainings, participatory budgeting process
7. Goal #3: Promotion of gender equality Gender enrolment trend in primary schools proportionate to gender breakdown of the general population
Not an issue in city schools
8. Goal #4: Reduce child mortality Reduced child mortality at a low 1.19% in 2004 compared to 2.47% in 1996
Infant mortality rate of 6.66% in 2004 compared to 16.86% in 1996
Our commitment: reduce child mortality to below 1% and infant mortality to less than 2% by 2015
9. Goal #5: Women’s reproductive health Zero maternal mortality rate in 2004, the same level in 1996
Contraceptive prevalence rate of 58% in 2004, a few notch higher than the 48% in 1990
Thrust is not to increase prevalence rate but to lay down the available options to married couples.
10. Goal #6: Combat major diseases Zero occurrence of HI/AIDS and malaria over the years.
Occurrence of 3 TB deaths in 2003, compared to 37 deaths in 1996.
Our commitment: intensify our drive to eradicate TB from the city
11. Goal #7: Environmental sustainability Established Bicol Region’s first materials recovery facility. Our advanced compliance with RA 9003
Established local airshed consistent with the Clean Air Act
In partnership with USAID’s Project Linaw, started the design for the wastewater treatment facilities for the Naga City Abattoir and the Naga City Public Market
12. Goal #8: Global partnership Availed of World Bank facility for upgrading urban poor settlement areas
Availed of technical assistance from other foreign entities to enhance local capabilities such as those extended by AUSAID, USAID, CIDA, WB, among others
