10. 10 All applicants will be approved for access based on the States recommendation.
If the State requests that someone has access to the system, that person will be granted access regardless of what organization they are affiliated with.
When request is approved, the applicant will have to register for access before their account will be activated and access granted. If the individual requesting access to NSS is working with a state or local government or PNP, the request will be verified and approved by representatives at both the state and federal level. 11. 11 NSS Access Eligibility Criteria: Access to the NSS is limited to government and non-government organizations that have:
Signed an MOU with FEMA for the use of the system
A demonstrated business need
A direct role in mass care coordination
Recognized by emergency management
PNP tasked with operating disaster facilities as a support organization for disaster operations within their jurisdiction

Complete Course 3: NSS Training for User Levels 1-4. When you have completed the lessons for the user level you wish to have you must take a 10-20 question exam. At the time of the exam, print a certificate and follow the instructions for the next step in the process.

Attend in-class training. Your Instructor will identify your appropriate user level and identify the next steps
Training products are being developed to provide:
A computer-based training course (CBT)
Classroom facilitated NSS Training
Train-The-Trainer session to facilitate States having their own NSS trainers

14. 14 In addition to the Federal version of the NSS, FEMA is also offering a State version of the system for States that wish to have ownership and maintenance of their own systems.
The State system is essentially an exact copy of the Federal version with the exception of a few functions.
