Purpose and Scope • Analyze problems and opportunities associated with existing levee system and its upgrade • Define levee system upgrade alternatives • Evaluate alternatives with respect to technical adequacy, environmental and community impact, and construction costs • Recommend upgrade alternatives for all currently deficient levee reaches
