6. Preserve the desirable elements of GSA.
Mitigate / eliminate the adverse unintended consequences of GSA.
Eliminate the PCS transfer of personnel to OCO assignments, Enlisted Sailors will select interest in OSA 2-3 months prior to detailing window and will be sourced via dedicated OSA detailers for real time availability based on current PRD.
Mitigates ECRC “On Hold” population, administrative responsibilities and lost man hours spent at ECRC- Officer population will still utilize GSA program.
Creates Entitlement equity between IAMM sourcing and volunteer OSA assignment, both now get same benefits/ pay entitlements in training and while in theater.
Gives USFF (IA Executive Agent) more flexibility with regard to billet shifts and training track changes prior to mission execution- they own the process via the BSO network once a member is selected via PERS OSA detailers.
Eliminates the need to post billets for OSA on CMS/ID, Sailors interested will get more real time information on what billet is actually available and which billets fit the member’s rate/rank/clearance/skillset.
Creates stronger Command Sponsorship and family support network-member is administratively “Cloaked” on board current command for duration of mission plus 60 days for post mission standown and re-integration period.
Benefits Commands in that they will still get a demand signal ( Requisition ) generated in manning system for relief but retain Parental Command Sponsorship while not affecting Command FIT metrics.
Benefits Sailors with real time Choice of Coast Post-OSA assignment rating detailer negotiations and places them “Off Limits” for consideration for an IAMM rip to fill for the first 3 years of their follow on PCS tour, unless they are a volunteer. OSA Talking Points Subject: CNP OSA TALKING POINTS
1. Executive Issue:
Implementation of the OSA (Overseas Contingency Operations Support Assignments) initiative to replace the Enlisted GSA process.
2. Background:
The Enlisted OSA initiative has two objectives.
Preserve the desirable elements of GSA.
Mitigate / eliminate the adverse unintended consequences of GSA.
3. Discussion:
We have chopped the OSA brief and accompanying documents; highlights of the changes to the current GSA process are:
Via the CMS/ID Preference tab, Sailors will select an interest for an OSA assignment prior to entering their order negotiation window, 9 months prior to PRD. (Optimally, interest will be noted 12-10 months prior to PRD.)
A dedicated team of OSA detailers in PERS-4013 will evaluate prospective applicants and tailor the billets offered to those individuals, enabling a better fit for mission and Sailor.
Eliminate PCS costs associated with Enlisted OCO assignments.
Greater command support for Sailor and Family (Current Command CIAC will be the POC for all issues. Sailor’s family will keep current support network).
Member will return to current command for 60 days post-OSA assignment for a better post-mission stand down and re-integration period
Member will return to a familiar setting and peers/friends/family.
Eliminates entitlement and compensation inequity of GSA and IA orders.
Over time, this will greatly reduce ECRC’s responsibility for tracking and “On Hold” population support. (Officers will continue to utilize the GSA process).
A single set of orders and procedures for all enlisted IA members will reduce complexity. (Regional BSOs will take all assignment control of the members once they are entered into the IA Portal by the OSA detailers.)
PERS-40 will take action to “cloak” the assigned member once screened for the mission, so that a requisition will be generated for a relief and the IA Sailor will not count towards command Fit.

7. OSA Takeaway Sailors should select the “OSA Preference” option in the Special Programs Section of their Duty Preference Page in CMS/ID, no earlier than 12 months prior to their PRD.
They must put in their PTS application as early as possible as they must be PTS approved to be selected for an OSA Assignment, unless they have EAOS to complete mission plus 3 months.
They will not get PCS orders-only TDY orders.
They can still take an OSA once in their detailing window but they must contact their rating detailer directly (Billets will not be advertised on CMS/ID) and must be nominated from their rating detailer to the OSA detailers at PERS.
There will be no posting on CMS/ID of open OSA/GSA billets, they will need to use their preference page selection to apply and PERS OSA cell will contact them with what is available for their PRD window, prior to their traditional detailing window. So updating their email and phone contact info in CMS/ID is essential.
They still get post OSA Choice of Coast (not choice of duty station) detailing.
They will be ineligible for IAMM assignment for 3 years of their follow on PCS orders.
If selected they must Obliserve or reenlist ASAP to keep the OSA assignment if they do not have EAOS time remaining.
