History of the Scheme • Introduced in 1979 by the Construction Industry Joint Council in conjunction with the NASC • Training courses developed by the Construction Industry Training Board in consultation with the Scaffolding Industry • A network of accredited Centres established throughout the UK
Scaffolding Labourer Trainee Scaffolder Scaffolder Advanced Scaffolder Scaffolding Supervisor The Record Scheme Cards
Scaffolding Labourers Card • For operatives who will be carrying out only labouring/driving duties. • Shows holder is a competent labourer and has current up to date Health and Safety knowledge • Obtained by: • Experience/industry accreditation or • achieving an N/SVQ level 1 in Access Operations and Rigging
Trainee Scaffolders Card • For operatives who have been accepted by their employer to be trained as a scaffolder. • The operative must have passed the Health and Safety test . The first card is issued for 18months. • The trainee card can be renewed for a further 18 months if the candidate has attended a Part 1. • Trainee cards are only renewable once.
Scaffolders Card • For operatives who have satisfactorily completed the approved training courses and achieved an N/SVQ level 2 in Access Operations and Rigging • Basic cards have a 5 year expiry date. • Basic cards are renewable on proof of passing the Health and Safety test within two years of application.
Advanced Scaffolders Card • For Scaffolders who have held card for 1 year and satisfactorily completed the Advanced training course and achieved an N/SVQ level 3 in Access Operations and Rigging • Advanced cards have a 5 year expiry date. • Advanced cards are renewable on proof of passing the Health and Safety test within two years of application.
Experienced Worker Practical Assessment EWPA • An alternative to the normal NVQ assessment process • Candidates must have completed part 1 and part 2 • Candidates must have an appropriate time to develop experience after completing the part 2 (typically 1 year) • Only available for level 2 • Candidates are nominated by an employer

System 2 day product awareness courses • Avaliable for any scaffolder holding at least a trainee card • There are six systems approved • Haki • Layher • Turner +8 • Kwikstage • Plettac • Cuplock • Not all types will be offered speak to the centre
BASE course • Basic access System erector • 1 week course • Aimed at house building market • Only allowed to work on enclosed sites • NVQ level 1 • Limited range of structures to a maximum of 6m high.

Summary • CISRS the only skills card for scaffolders recognised by Industry • Four categories available • CISRS affiliated to CSCS • Obtained by completing NASC approved training courses and achieving an appropriate N/SVQ • Renewable every 5 years • Training and achievement grants available to CITB levy payers
Avoid work at height so far as is reasonably Practicable: Not normally an option for the Scaffolding Contractor Designers and Principal Contractor should Identify opportunities to avoid work at height. Scaffolding and Falsework Contractors should promote Innovations to their client that can avoid work at height. AVOID WORK AT HEIGHTS Where it is Not reasonably practicable to avoid work at Height you should consider: Preventing all falls from height where there is a risk of injury regardless of height. Collective protection measures as a priority over personal protection Use equipment (such as guard-rails) to provide collective fall protection & prevent falls occurring before resorting to personal protection such as work restraint harness and lanyards for example PREVENT FALLS
MITIGATE THE DISTANCE AND CONSEQUENCES OF A FALL Where it is not reasonably practicable to avoid Or prevent falls; then, The distance a person can fall and the consequences (potential injury) must be minimised. Consider collective protection measures priority over Personal protection. Collective protection in the form of soft landing systems (e.g. Air-Bags and safety nets) are not commonly a practical Solution for scaffolding. Personal protection systems (safety harness) Must be worn And attached to a suitable anchor point – in accordance With this guide – when at risk of falling. GIVE COLLECTIVE PROTECTION PRIORITY OVER PERSONAL PROTECTION

Conditions for basic scaffolds • Is a standard scaffold • Load classes, maximum bay lengths comply with Table 1 TG20:0? • There are only 2 working lifts ,one fully loaded and one 50% loaded • Lift height is not greater than 2.0m (1st lift may be 2.7, maximum • The scaffold is not subject to loading of materials by mechanical means. • The wind factor S is not greater than 40 • Alternate pars of standards are braced • At least 50% of ties shall be fixed to ledger braced standards • Vertical interval of ties shall not exceed 4m
Conditions for basic scaffolds • Plan bracing is fitted every 4lifts and 12 bays unless facade bracing is across braced pairs of standards • If sheeted the sheeting is attached to the ledgers and principle guardrails as a minimum • When sheeted the top lift is tied at platform level • Façade bracing is fitted
Conditions for Free standing scaffolds • Not more than 6m high • The scaffold must not be sheeted or netted • Lift heights must not exceed 2m • Bay lengths no more than 2.1m • Only one lift boarded ( maximum loading 2kN/m2) • Scaffold width is either 4 boards plus one or five boards • Alternate pairs of standards are braced • Single un-joint tubes used for standards and rakers • Façade bracing fitted every five bays • Maximum wind factor S=26
Procedure to determine safe height of a Basic scaffold • Choose basic wind speed (vb) using Fig.7 • Establish critical Direction of wind. • Establish topographical factor (T) using Fig.8 • Establish the altitude • Calculate wind factor using S=Vb x T x (1+A/1000)
Procedure to determine safe height of a Basic scaffold • Establish Town or Country • Determine closest upwind distance to sea. • Use flowchart 4 for independents to determine safe height.
