Measuresforprohibitionofraggingattheinstitutionlevel: • TheinstitutionshallstrictlyobservetheprovisionsoftheActoftheCentral GovernmentandtheStateGovernments,ifany,orifenacted,consideringraggingasa cognizableoffenceunderthelawonaparwithrapeandotheratrocitiesagainstwomenandill-treatmentofpersonsbelongingtotheSC/ST,andprohibitingragginginallitsformsinallinstitutions. • Ragginginallitsformsshallbetotallybannedintheentireinstitution,includingits departments,constituentunits,allitspremises(academic,residential,sports,canteen, etc.)whetherlocatedwithinthecampusoroutsideandinallmeansoftransportation ofstudentswhetherpublicorprivate. • Theinstitutionshalltakestrictactionagainstthosefoundguiltyofraggingand/orof abettingragging. • Measuresforpreventionofraggingattheinstitutionlevel: • Beforeadmissions: • Theadvertisementforadmissionsshallclearlymentionthatraggingistotallybannedintheinstitution,andanyonefoundguiltyofraggingand/orabettingraggingisliable tobepunishedappropriately(forpunishments,re£section8below). • Thebrochureofadmission/instructionbookletforcandidatesshallprintinblock letterstheseRegulationsinfull(includingAnnexures). • The'Prospectus'andotheradmissionrelateddocumentsshallincorporatealldirectionsoftheSupremeCourtand/ortheCentralorStateGovernmentsasapplicable,sothatthecandidatesandtheirparents/guardiansaresensitizedinrespect oftheprohibitionandconsequencesofragging.Iftheinstitutionisanaffiliating university,itshallmakeitmandatoryfortheinstitutionsunderittocompulsorily incorporatesuchinformationintheir'Prospectus'. • Theapplicationformforadmission/enrolmentshallhaveaprintedundertaking, preferablybothinEnglish/Hindiandinoneoftheregionallanguagesknowntothe institutionandtheapplicant(EnglishversiongiveninAnnexureI,PartI),tobefilledupandsignedbythecandidatetotheeffectthathe/sheisawareofthelawregarding prohibitionofraggingaswellasthepunishments,andtotheeffectthathe/shehasnot beenexpelledand/ordebarredfromadmissionbyanyinstitutionandthathe/she,if foundguiltyoftheoffenceofraggingand/orabettingragging,isliabletobepunished appropriately. • Theapplicationformshallalsocontainaprintedundertaking,preferablybothin English/Hindiandinoneoftheregionallanguagesknowntotheinstitutionandthe parent/guardian(EnglishversiongiveninAnnexureI,PartII),tobesignedbythe parent/guardianoftheapplicanttotheeffectthathe/sheisalsoawareofthelawin thisregardandagreestoabidebythepunishmentmetedouttohis/herwardincase thelatterisfoundguiltyofraggingand/orabettingragging.

Theapplicationforadmissionshallbeaccompaniedbyadocumentintheformofthe SchoolLeavingCertificate/TransferCertificate/MigrationCertificate/Character Certificatewhichshallincludeareportonthebehavioralpatternoftheapplicant,so thattheinstitutioncanthereafterkeepintensewatchuponastudentwhohasa negativeentryinthisregard. • AstudentseekingadmissiontothehostelshallhavetosubmitadditionalundertakingintheformofAnnexureI(bothParts)alongwithhis/herapplicationfor hostelaccommodation. • AtthecommencementoftheacademicsessiontheHeadoftheInstitutionshall conveneandaddressameetingofvariousfunctionaries/agencies,likeHostel Wardens,representativesofstudents,parents/guardians,faculty,district administrationincludingpolice,todiscussthemeasurestobetakentoprevent raggingintheInstitutionandstepstobetakentoidentifytheoffendersand punishthemsuitably. • Tomakethecommunityatlargeandthestudentsinparticularawareofthe dehumanizingeffectofragging,andtheapproachoftheinstitutiontowardsthose indulginginragging,bigposters(preferablymulticolourwithdifferentcoloursfortheprovisionsoflaw,punishments,etc.)shallbeprominentlydisplayedonallNotice Boardsofalldepartments,hostelsandotherbuildingsaswellasatvulnerableplaces. Someofsuchpostersshallbeofpermanentnatureincertainvulnerableplaces. • Theinstitutionshallrequestthemediatogiveadequatepublicitytothelaw prohibitingraggingandthenegativeaspectsofraggingandtheinstitution'sresolve tobanraggingandpunishthosefoundguiltywithoutfearorfavour. • Theinstitutionshallidentify,properlyilluminateandmanallvulnerablelocations. • Theinstitutionshalltightensecurityinitspremises,especiallyatthevulnerable places.Ifnecessary,intensepolicingshallberesortedtoatsuchpointsatoddhours duringtheearlymonthsoftheacademicsession. • Theinstitutionshallutilizethevacationperiodbeforethestartofthenewacademic yeartolaunchwidepublicitycampaignagainstraggingthroughposters,leaflets. seminars,streetplays,etc. • Thefaculties/departments/unitsoftheinstitutionshallhaveinductionarrangements(includingthosewhichanticipate,identifyandplantomeetanyspecial needsofanyspecificsectionofstudents)inplacewellinadvanceofthebeginningof theacademicyearwithaclearsenseofthemainaimsandobjectivesofthe • inductionprocess.

  19. Onadmission: • Everyfreshstudentadmittedtotheinstitutionshallbegivenaprintedleafletdetailing whenandtowhomhe/shehastoturntoforhelpandguidanceforvariouspurposes (includingWardens,Headoftheinstitution,membersoftheanti-raggingcommittees, relevantdistrictandpoliceauthorities),addressesandtelephonenumbersofsuch persons/authorities,etc.,sothatthefresherneednotlookuptotheseniorsforhelpin suchmattersandgetindebtedtothemandstartdoingthings,rightorwrong,attheir behest.Suchastepwillreducethefreshers'dependenceontheirseniors. • Theinstitutionthroughtheleafletmentionedaboveshallexplaintothenewentrants thearrangementsfortheirinductionandorientationwhichpromoteefficientand effectivemeansofintegratingthemfullyasstudents. • Theleafletmentionedaboveshallalsoinformthefreshersabouttheirrightsasbonafidestudentsoftheinstitutionandclearlyinstructingthemthattheyshoulddesist fromdoinganythingagainsttheirwilleveniforderedbytheseniors,andthattheyhavenothingtofearastheinstitutioncaresforthemandshallnottolerateanyatrocitiesagainstthem. • Theleafletmentionedaboveshallcontainacalendarofeventsandactivitieslaiddown bytheinstitutiontofacilitateandcomplementfamiliarizationoffresherswiththe academicenvironmentoftheinstitution. • Theinstitutionshallalsoorganizejointsensitizationprogramsof’fresher’sandseniors. • Freshersshallbeencouragedtoreportincidentsofragging,eitherasvictims,oreven aswitnesses. • At the endof the academicyear: • At theendofeveryacademicyeartheVice-Chancellor/DeanofStudentsWelfare/ Director/Principalshallsendalettertotheparents/guardiansofthestudentswho arecompletingthefirstyearinformingthemaboutthelawregardingraggingandthe punishments,andappealingtothemtoimpressupontheirwardstodesistfrom indulginginraggingwhentheycomebackatthebeginningofthenext • academicsession. • Attheendofeveryacademicyeartheinstitutionshallforma'MentoringCell' consistingofMentorsforthesucceedingacademicyear.Thereshallbeasmanylevels ortiersofMentorsasthenumberofbatchesintheinstitution,attherateofIMentor for6freshersandIMentorofahigherlevelfor6Mentorsofthelowerlevel

  20. SettingupofCommitteesandtheirfunctions: • TheAnti-RaggingCommittee:-TheAnti-RaggingCommitteeshallbeheadedbythe Headoftheinstitutionandshallconsistofrepresentativesoffacultymembers, parents,studentsbelongingtothefreshers'categoryaswellasseniorsand • non-teachingstaff.Itshallmonitortheanti-raggingactivitiesintheinstitution, considertherecommendationsoftheAnti-RaggingSquadandtakeappropriate decisions,includingspellingoutsuitablepunishmentstothosefoundguilty. • TheAnti-RaggingSquad:TheAnti-RaggingSquadshallbenominatedbytheHeadof theinstitutionwithsuchrepresentationasconsiderednecessaryandshallconsistof membersbelongingtothevarioussectionsofthecampuscommunity.TheSquadshall havevigil,oversightandpatrollingfunctions.Itshallbekeptmobile,alertandactiveatalltimesandshallbeempoweredtoinspectplacesofpotentialraggingandmake surpriseraidsonhostelsandotherhotspots.TheSquadshallinvestigateincidentsof raggingandmakerecommendationstotheAnti-RaggingCommitteeandshallwork undertheoverallguidanceofthesaidCommittee. • MonitoringCellonRagging:-Iftheinstitutionisanaffiliatinguniversity,itshallhaveaMonitoringCellonRaggingtocoordinatewiththeinstitutionsaffiliatedtoitby callingforreportsfromtheHeadsofsuchinstitutionsregardingtheactivitiesofthe Anti-RaggingCommittees,Squads,andMentoringCells,regardingcompliancewith theinstructionsonconductingorientationprograms,counsellingsessions,etc.,and regardingtheincidentsofragging,theproblemsfacedbywardensandotherofficials, etc.ThisCellshallalsoreviewtheeffortsmadebysuchinstitutionstopublicize • anti-raggingmeasures,cross-verifythereceiptofundertakingsfrom candidates/studentsandtheirparents/guardianseveryyear,andshallbetheprime moverforinitiatingactionbytheuniversityauthoritiestosuitablyamendtheStatutes orOrdinancesorBye-lawstofacilitatetheimplementationofanti-raggingmeasuresat theleveloftheinstitution. • Othermeasures: • TheAnnexuresmentionedinsub-clauses6.1.4,6.1.5and6.1.7oftheseRegulations shallbefurnishedatthebeginningofeachacademicyearbyeverystudent,thatis,by fresher’saswellasseniors. • Theinstitutionshallarrangeforregularandperiodicpsychologicalcounsellingand orientationforstudents(forfresher’sseparately,aswellasjointlywithseniors)by professionalcounsellorsduringthefirstthreemonthsofthenewacademicyear.This shallbedoneattheinstitutionanddepartment/courselevels.Parentsandteachers shallalsobeinvolvedinsuchsessions. • Apartfromplacingpostersmentionedinsub-clause6.1.9aboveatstrategicplaces,the institutionshallundertakemeasuresforextensivepublicityagainstraggingbymeans ofaudio-visualaids,byholdingcounsellingsessions,workshops,paintinganddesign competitionsamongstudentsandothermethodsasitdeemsfit.

  21. IftheinstitutionhasB.Ed.andotherTeachertrainingprograms,thesecoursesshallbe mandatedtoprovideforanti-raggingandtherelevanthumanrightsappreciation inputs,aswellastopicsonsensitizationagainstcorporalpunishmentsandcheckingof bullyingamongststudents,sothateveryteacherisequippedtohandleatleastthe rudimentsofthecounselingapproach. • Wardensshallbeappointedaspertheeligibilitycriterialaiddownforthepost reflectingboththecommandandcontrolaspectsofmaintainingdiscipline,aswellas thesofterskillsofcounselingandcommunicatingwiththeyouthoutsidethe • class-roomsituations.Wardensshallbeaccessibleatallhoursandshallbeprovided withmobilephones.Theinstitutionshallreviewandsuitablyenhancethepowers andperquisitesofWardensandauthoritiesinvolvedincurbingthemenaceof ragging. • Thesecuritypersonnelpostedinhostelsshallbeunderthedirectcontrolofthe Wardensandassessedbythem. • Privatecommerciallymanagedlodgesandhostelsshallberegisteredwiththelocal policeauthorities,andthisshallbedonenecessarilyontherecommendationofthe Headoftheinstitution.Localpolice,localadministrationandtheinstitutional authoritiesshallensurevigilonincidentsthatmaycomewithinthedefmitionof raggingandshallberesponsibleforactionintheeventofragginginsuchpremises, justastheywouldbeforincidentswithinthecampus.Managementsofsuchprivate hostelsshallberesponsiblefornotreportingcasesofraggingintheirpremises. • TheHeadoftheinstitutionshalltakeimmediateactiononreceiptofthe recommendationsoftheAnti-RaggingSquad.He/SheshallalsoactSuomottoifthe circumstancessowarrant. • Fresherswhodonotreporttheincidentsofraggingeitherasvictimsoraswitnesses shallalsobepunishedsuitably. • AnonymousrandomsurveysshallbeconductedacrosstheIstyearbatchoffreshers everyfortnightduringthefirstthreemonthsoftheacademicyeartoverifyandcross-checkwhetherthecampusisindeedfreeofraggingornot.Theinstitutionmay designitsownmethodologyofconductingsuchsurveys. • Theburdenofproofshalllieontheperpetratorofraggingandnotonthevictim. • TheinstitutionshallfileaFIRwiththepolice/localauthoritieswheneveracaseof raggingisreported,butcontinuewithitsownenquiryandothermeasureswithout waitingforactiononthepartofthepolice/localauthorities.Remedialactionshallbe initiatedandcompletedwithintheoneweekoftheincidentitself • TheMigration/TransferCertificateissuedtothestudentbytheinstitutionshall haveanentry,apartfromthoserelatingtogeneralconductandbehavior,whether thestudenthasbeenpunishedfortheoffenceofcommittingorabettingragging,or not,asalsowhetherthestudenthasdisplayedpersistentviolentoraggressive behaviororanyinclinationtoharmothers.

  22. 6.5.14Preventingoractingagainstraggingshallbethecollectiveresponsibilityofalllevels andsectionsofauthoritiesorfunctionariesintheinstitution,includingfaculty,and notmerelythatofthespecificbody/committeeconstitutedforpreventionofragging. TheHeadsofinstitutionsotherthanuniversitiesshallsubmitweeklyreportstothe Vice-chancelloroftheuniversitytheinstitutionisaffiliatedtoorrecognizedby,duringthefirstthreemonthsofnewacademicyearandthereaftereachmonthonthe statusofcompliancewithanti-raggingmeasures.TheViceChancellorofeach universityshallsubmitfortnightlyreportsoftheuniversity,includingthoseofthe MonitoringCellonRaggingincaseofanaffiliatinguniversity,totheChancellor. 6.5.16Accesstomobilephonesandpublicphonesshallbeunrestrictedinhostelsand campuses,exceptinclass-rooms,seminarhalls,libraryetc.wherejammersshallbe installedtorestricttheuseofmobilephones. 6.5.I5 • Measuresforencouraginghealthyinteractionbetweenfreshersandseniors: • Theinstitutionshallsetupappropriatecommitteesincludingthecoursein-charge, studentadvisor,Wardenandsomeseniorstudentstoactivelymonitor,promoteand regulatehealthyinteractionbetweenthefreshersandseniorstudents. • Freshers'welcomepartiesshallbeorganizedineachdepartmentbythesenior studentsandthefacultytogethersoonafteradmissions,preferablywithinthefirst twoweeksofthebeginningoftheacademicsession,forproperintroductiontoone anotherandwherethetalentsofthefreshersarebroughtoutproperlyinthe presenceofthefaculty,thushelpingthemtoshedtheirinferioritycomplex,ifany, andremovetheirinhibitions. • Theinstitutionshallenhancethestudent-facultyinteractionbyinvolvingthestudentsinallmattersoftheinstitution,exceptthoserelatingtotheactualprocesses ofevaluationandoffacultyappointments,sothatthestudentsshallfeelthattheyare responsiblepartnersinmanagingtheaffairsoftheinstitutionandconsequentlythe creditduetotheinstitutionforgoodwork/performanceisduetothemaswell. • Measures atthe UGC/Statutory/Regulatory bodylevel: • Regulatorymeasures: • TheUGCandotherStatutory/Regulatorybodiesshallmakeitmandatoryforthe institutionstocompulsorilyincorporateintheir'Prospectus'thedirectionsofthe SupremeCourtand/ortheCentralorStateGovernmentswithregardtoprohibition andconsequencesofragging,andthatnon-compliancewiththedirectivesagainst ragginginanymannerwhatsoevershallbeconsideredasloweringofacademic standardsbytheerringinstitutionmakingitliableforappropriateaction. • TheUGC(includingNAACandUGCExpertCommitteesvisitinginstitutionsfor variouspurposes)andsimilarCommitteesofotherStatutory/Regulatorybodiesshallcross-verifythattheinstitutionsstrictlycomplywiththerequirementofgetting theundertakingsfromthestudentsandtheirparents/guardiansasenvisagedunder these Regulations.
