Diamond Multi State CGHS and the Development of Areas Coming Under It Master Plan Delhi 2021 has been brought into effect by the government of Delhi. The plan estimates the requirement of around 24 lakh housing units for round 2.3 million individuals by the year 2021 for covering the huge gap that exists between the supply and the demand of residential homes in the national capital. By way of this plan, the Government or the Delhi development Authority have clearly defined its role that shall be of a facilitator for speeding up the process of integrated and planned development. The Delhi Development Authority has proposed that while internal development of different projects will be taken care of by private developers, the DDA shall take up the responsibility of external development of projects in a time bound way. This is for the very first time that the DDA has welcomes the private development companies to partner with it in its efforts of bringing about revolutionary changes in the field of land development in the national capital. Groups of land owners or individual land owners or developers referred to as PE/DE would have the eligibility of participating in the land pooling policy according to prescribed guidelines and norms stipulated in the different chapters of MPD 2021. Diamond Multi State CGHS shall take up the role of DE for facilitating, organizing and managing the aggregation and the purchase of parcels of land by way of a self-financing plan.
The society will also ensure that the parcels of land are free of all kinds of encumbrances or they are not under any kind of litigation or are devoid of construction or illegal trespassing. They society will also make sure that the land parcels are not a part of unauthorized colonies or built up regions. It is also the work of the society to make sure that the parcels of land accumulated from the owners do not fall under green belt or low density residential areas. Last but not the least; it is the sole responsibility of the society to make proper arrangements for the timely submission of all important documents according to the format described by the DDA. This should be done when declaring the zones that are open to be developed under the Land Pooling Policy. One thing that is noteworthy in this respect is that declaration of different areas under the land poling scheme and the preparation of the layout policies and sector policies will completely depend on physical infrastructure and its availability. The DDA has not just taken up the responsibility of providing affordable homes in Delhi but it also works towards ensuring the time-bound development of identified land with the provision of proper physical infrastructure like sewage, drainage and water supply along with properly planned roads and traffic and social infrastructure facilities.
