Setting the Scene • There is a statutory duty for all Local Authority areas to develop a Children and Young People’s Plan • This involves working with partner organisations from the statutory, voluntary and private sectors, some of whom have a duty in law, to develop and deliver the Plan. • The community also have an important role in shaping the services they receive by being engaged in the planning process. • All of the above mentioned partners come together to identify the needs and issues of the local area, and outline a clear direction for the future.

Why Do We Have This Plan? • High level strategic document driving all services for children and young people (0-25 years) in Blaenau Gwent • The Children and Young People’s Plan is overseen by the Children and Young People’s Partnership • The first CYP Plan was developed in 2008 and runs until April 2011 • The new CYP Plan will cover the period 2011-2014 • WAG’s Child Poverty Draft Strategy and Action Plan creates a statutory duty to develop a Child Poverty Plan in all LA areas. Blaenau Gwent has adopted the approach whereby the Child Poverty Plan will be incorporated into the CYP Plan by demonstrating contributions to tackling child poverty under each of the plans chapters. • The overarching aim of CYP Plan will be to work towards reducing child poverty and mitigating its affects on outcomes • Local Pledge - ‘Working together we are committed to delivering high quality integrated services to support and empower children, young people and families to meet their potential, and to address the effects of child poverty’ The new CYP Plan will be closely aligned to the other strategic strategies within the Borough including the Community Strategy, Local Development Plan and Community Safety Plan

Links to the Blaenau Gwent Community Strategy 2010-2030 • The Community Strategy (CS) is the overarching strategy for Blaenau Gwent • It identifies what is planned for Blaenau Gwent to be implemented over the next 20 years • The CS is currently in draft and has recently completed its statutory consultation. • There are 6 themes that the Community Strategy has identified and both the CYP Plan and HF3 Strategy will closely align their priorities to those relevant to their areas of work. • The themes of the Community Strategy are – - Lively and Accessible Communities - Thriving Communities - Fair and Safe Communities - Learning Communities - Healthy Communities - Green and Sustainable Communities - Community Leaders For more information on the draft Blaenau Gwent Community Strategy 2010-2030 please visit the Blaenau Gwent website

Planning in Blaenau Gwent • The new plan and strategy needed to consider and react to changes in law, statutory guidance, requirements from the Welsh Assembly and other changes to the way public services are delivered • There were also a number of lessons learned from the previous CYP Plan (2008-2011) that have helped to shape the new draft plan and strategy including - - Fewer achievable priorities, with a focus on outcomes - Ensure plan is realistic and deliverable, especially in a time of financial constraint - Ensure engagement of all stakeholders including children, young people, parents and older people - Ensure that the priorities of the plan and strategy are tailored to meet the individual needs of children, young people and families

  6. •The priorities of the plan are aligned to the Welsh Assembly Governments 7 Core Aims for children and young people. These include: ·Having a Flying Start in Life ·Access to Education and Learning Opportunities ·Access to good Health and Wellbeing ·Access to Play, Leisure and Culture Opportunities ·A right to be heard and involved in planning ·To live in a safe home and community ·To not be disadvantaged bypoverty Developing the Priorities

Getting the Priorities Right To ensure that the priorities in the CYP Plan were right and based on actual need within the Borough a series of activities and events were held with both Partners and the public to ensure that the issues were identified and to start building agreement on what the priorities for the next 3 years should be. Events and Activity included – • Considering the information collected during 2007 to develop the last plan and strategy and update information where necessary • Analysis of data that reflects Blaenau Gwent • Workshops throughout the Borough with community members and leaders • Drop in sessions throughout the Borough for the public and partners • Workshops with service users and service professionals • Comparisons with other local authority areas • Considering other plans and strategies

What People have Told Us to Inform the Priorities • To help shape the development of the plan and strategy and to identify priorities for action a number of community stakeholder events where held throughout the Borough. This was to ensure that the people who live in Blaenau Gwent and access the services are able to get their voices heard. Bullying is a big problem, this needs to be tackled by educating children and young people about the effects it has on the victim I have lost 6 friends through road accidents in 3 years, something needs to be done More needs to be done to work with both the young and old people together Many older people are isolated within their homes as they don’t have the appropriate support Older people don’t always understand how times have changed and it would be good for them to interact with theyounger generation The times of the buses are too limited and the routes are not right There are not enough jobs or opportunities for people who want to work

Structure Explained • Introduction This section sets the scene of the plan and includes information on the area, local structure, past achievements, what the community have told us and prioritisation 2. Priorities and Key Themes This section provides us with the priorities for the next 3 years and how we intent to implement them • Planning Principles This section looks at how we intend to deliver the plan and strategy and consideration of the cross cutting themes

Consultation on the Draft CYP Plan We want your views This consultation process is for anyone who is interested in giving their opinions on the draft plan and strategy We are actively seeking your views on the draft and have developed a standard questionnaire for people to respond. The questionnaire is available in writing or on the internet http://www.blaenau-gwent.gov.uk/education/10152.asp The consultation starts on 8th November 2010 and will last for 12 weeks until 31st January 2011 We aim to incorporate feedback, where appropriate to make changes to the final plan and strategy Please be mindful that it may not be possible to reflect all comments we receive, therefore we will be looking for key and consistent messages to inform the final Plan
