Essentials of the Veterans Housing Assistance Program A lender approved under the Texas Veterans Housing Assistance program can finance qualified applicants (veterans) to purchase land or property in conjunction with FHA, VA, or Conventional Loans. Requirements A home with land in Texas is required to qualify for this type of loan. It is not available for raw land.  A veteran must maintain the home as his/her primary residence for a minimum of three years. The qualifying veteran must be at least 18 years of age. A veteran applicant should meet one of the following service criteria in order to qualify under this program: An active duty military personnel. An active member of the Texas National Guard. Surviving spouse of a veteran whose death was connected to his/her service. Served at least 90 active duty days unless discharged sooner due to service-connected disability and not dishonorably discharged. 107 W.
