Slovenia is a democratic republic and a social state governed by law • State's authority is based on the principle of the separation of legislative, executive and judicial powers, with a parliamentary system of government • main industries are car parts, chemicals, electronics, electrical appliances, metal goods, textiles and furniture
Political views • 1918, the Slovenes joined the Serbs and Croats in forming a new multinational state, which was named Yugoslavia in 1929 • Dissatisfied with the exercise of power by the majority Serbs, the Slovenes succeeded in establishing their independence in 1991 after a short 10-day war • Slovenia is a member of the European Unionand NATOsince the spring of 2004. • It has highest GDP in Central Europe • economy has one of highest levels of state control in the EU

In 1995 the National Prison Administration was established as a body within the Ministry of Justice • The National Prison Administration carries out administrative and expert tasks pertinent to serving of sentences, - organisation and management of prisons and the correctional home, - ensuring of financial, - material, staff, technical and other conditions for the operation of prisons, - staff training and exercise rights and obligations of persons deprived of liberty
In Slovenia prison sentences are served insix prisonswith facilities at 13 different locations • The largest is central Dob Prison • The Juvenile Correctional Home also operates within the Administration!!
The affairs and competences of the Slovenian Prison Administration are carried out by the following organisational units: • Head Office • Dob Prison and its open and semi-open unit in Slovenska Vas • Ig Prison • Celje Prison and Juvenile Prison • Koper Prison and its Nova Gorica department • Ljubljana Prison with departments in Novo Mesto, Radovljica and Ig open unit • Maribor Prison and its Murska Sobota department and Rogoza open departments • Radeče Correctional Home(institution for juveniles)

Prison sentence - Minimum sentence is 15 days and maximum 15 years, 20 years specifically in the case of multiple recidivisam or juncture - for the worst crimes from 15 to 30 years • Fine - as a primary or as a secondary punishment - Minimum is 5 daily incomes and a maximum 360 daily incomes in maturity of 15 days to 3 months - If it is not possible, for each 2 day revenue (or 42E) is determined by 1 day of prisons,not more than 6 months
Prohibition of operating a motor vehicle - minor punishment, does not interfere with the security measure of seizure of driver's license - for the perpetrators of crimes against the security of public transport - Duration: from 3 months to 1 year from the Legal Validity judgments • Persecution of foreigners from the country - Always is expressed as a minor punishment, lasting from 1 to 10 years of Legal Validity judgments, time in prison are not counted
The categories of prisoners are as follows: • sentenced prisoners, • remand prisoners, • persons sentenced to prison in misdemeanours procedures, • juvenile prisoners and • young people in the correctional facility.
In accordance with EU standards, the overall prison capacity is 1103 prisoners under the prescribed standards (9 m2 for single rooms and 7 m2 per person for double and multiplebed rooms)
Detention departments are organized within particular institutions at nine locations • Inside the prisons, the sentenced prisoners must be kept separate from persons sentenced in misdemeanours procedures, juveniles from adults, men from women • Each prison has an open, semi-open and closed unit which differ by the degree of security applied and the restrictions placed on the freedom of movement of their inmates.

Employes • 798 civil servants • prisoners are provided for by the treatment staff, consisting of different experts such as: - psychologists, - training staff, - social workers, - therapists, - health care staff and the staff organizing the work of the prisoners, consisting mostly of instructors
Budget The budget of the Prison Administration of the RS for 2004 amounted EUR 25,208,545.
Number of inmates • Since 1996, when the number of inmates in Slovenia was the lowest since the Second World War • until 2001, the number of inmates has been constantly increasing and has nearly doubled by the end of this period
Overcrowding of Penal Institutions • Since the year 2000 • Most overcrowded: the largest prisons Dob and Maribor • Least overcrowded: women's prison at Ig and the juvenile correctional institution at Radeče.
The problem is being solved by redistributing inmates from more crowded to less crowded rooms, departments and institutions • they also try to alleviate the negative consequences of overcrowding (prevention of conflicts,emphasized concern for hygiene, medical care, etc.) by applying different measures
Security situation • a stable security situation in prisons and the correctional institution • number of escapes and other emergency situations is notincreasing • the number of escapes from theclosed parts of the prisons has been reduced in recent years
Specialised Tretment of Prisoners • In all prisons, well-established methods of group and individual work, basedon socio-therapeutic methods of working with prisoners, have been regularlyimplemented • number of drug addicts among prisoners with the adoption of a strategy on the treatment of drug addicts within the national strategy • They aim was to establish so-called "drug-free" departments, and thereforethe systematic training of staff is now being carried out in the prisons
Drugfree departments were established at Dob, Radeče, Celje and Ig • The prisons in Maribor and Koper are going forward with preparations for implementing this important measure • Projects of health education for the prevention of contagious diseases (AIDS, hepatitis, TBC) are underway • Upon the recommendation of the healthcare service, voluntary and confidential testing is provided to the prisoners, as well as counselling before and after testing,vaccination against hepatitis B, the use of disinfectants, latex gloves and condoms
A suicide prevention strategy was also adopted • The systematic training ofprison staff in order to recognize the suicidal risks of the prisoners upon theirincarceration has started • strategy for dealing with the perpetrators of sexual assaults is beingprepared • The respective training involving the specialised institutional staffwho will deal with the perpetrators of criminal acts against sexual inviolability • treatment is effected under the regular supervision of anexternal expert
