How Land Pooling Policy Contribute for Delhi to Turn into a Smart City One of the most important issues of the urbanization challenge in Delhi is the availability of new land for accommodating migrate population. It is just estimation that 20,000 to 24,000 hectare land needs to be developer by 2021 to accommodate the migrate population from all across the India and meet the existing deficit. There is a requirement to address the crisis of limited availability of financial resources and land with the DDA by overhauling existing regulations and process to encourage equal participation of private sector in the development process. Master Plan Delhi 2021 has recommended, escalating the role of private sector in urban infrastructure projects, particularly in the process of acquisition and expansion of land in Delhi. This long-overdue change has been implemented recently by incorporating the public-private- partnership policy with new Land Pooling Policy framework of DDA. According to land pooling policy, DDA has enabled builders to openly acquire land from farmers or landowners via partnership in place of forceful acquisition. Simply put, land pooling policy Delhi, a number of smallholdings are pooled together and a part of the pooled land is utilized for developing manually and social infrastructure. The remaining land is returned to the original land owners with development privileges. This policy is expected to lead to 4,357 million square feet of development across Affordable Housing, commercial, public and semipublic areas through private participation.

  2. Consequently, the private sector can develop about 1.45 million new dwelling units over the subsequently besides establishing commercial spaces. India has effectively executed the land pooling policy in several states earlier. For instance, Gujarat, Tamil Nadu, Kerala, Punjab and Maharashtra have followed this policy in place of the land acquisition act to develop townships. Delhi implanted its first land policy in 1961. However, in coming few years, the need for a new policy was felt to provide for improving demand for urbanized infrastructure and address issues such as transparency in land acquisition and assessing the fair market value of the land. Further, with significant increase in prices of land, it is financially difficult for DDA to go for a large scale land acquisition. So that, a new land pooling policy was introduced recently to protect the interests of all development authorities, stakeholders, namely landowners, private developers and society. As per land pooling policy, Government/DDA would act only as a catalyst with minimum intervention to facilitate and speed up integrated planned development. According to the policy, a land owner or a group of land owners or a developer entity shall be permitted to pool land for allied planning, subdivision and servicing or share of the land for development as per norms or guidelines.
