  2. INTRODUCTION

The United Nations (UN) in2010 declared the "Decade of Action for Road Safety 2011-2020„, withmaingoal: Reduce the number of victims on the roads by 50% by 2020. • EU adapted its Road Safety Programme (2011-2020) • The Croatian Government in April 2011, adopted a new „National programme of road traffic safety of the Republic of Croatia 2011-2020.”

  4. 2. BASIC INDICATORS OF ROAD TRAFFIC SAFETY

  5. 3. ROAD INFRASTRUCTURE SAFETY MANAGEMENT • „The Directive 2008/96/EC on road infrastructure safety management”. • „Law on roads” from 2013. requiresimplementationof the Directive on TEN-T roads. • TheDirective is appliedthrough „Regulation on activities to improve TEN-T roads safety”.

Roadsafetymainstakeholders: • Ministryofmaritimeaffairs, transport andinfrastructure (MPPI) • Ministryofinterior (MUP) • Trafficinspection • Croatianassociationofdriversandvehicleowners (HAK) • Facultyof transport andtrafficsciences (FPZ) • Road management authorities (HC, HAC, ARZ, etc…) Presentsituation: • National programmeofroadtrafficsafety • Black spot management • EuroRAP

  9. Black spot managementofstateroads: • Implementationprocesssince 1998 • Up to 250 blackspotshavebeenreconstructedandimproved • Around 35 mil. EUR invested Trafficaccidents for 3 year period beforeandafterblack spot reconstruction

PLANNED ACTIVITIES • CreateRegulation on Auditors (10/2014), • Adoptionofguidelines for RSIA, RSA, NSM andRSI (12/2014), • Certificationofeducationalprograms for the auditor training (12/2014), • Create Auditor Manual (01/2015), • Preparation ofroadtrafficaccidentdataandconductionof TEN-T roadsaudit (02/2015).
