  4. Alternative Water Supply Project

Pipeline Construction UpdateAlternative Water Supply • Approximately 48,600 feet of main (ductile iron pipe and HDPE) and service lateral (copper line to homes) is specified in the current design. • To date, approximately 95%of the pipeline project (based on lineal footage) has been constructed. • All pipeline mains have been completed (6.25 miles). Final section of main was hydro tested on October 29th. • 86% of the laterals have been completed (~14,300 feet); 5 lateral installations remaining. • 19% of eligible homes are using municipal water (9 current connections). Pipeline Construction UpdateAlternative Water Supply • Majority of construction will be completed by the end of calendar year 2004, assuming: • No regulatory delays. • Outstanding contractor performance (construction and safety). • Tolerable weather. • No unforeseen or unmanageable technical issues. • Anticipate completion of most of the remaining service lateral lines and final hook-ups during the next several weeks. • A few private properties will have to be fully restored (final grading and seeding) in 2005, due to weather issues. Also, the road restoration in Birch Grove will be completed in 2005 per Barksdale Township’s request. • Wetland issues at two properties have yet to be resolved; therefore, these lateral lines may be completed in 2005.   14. Residential Monitoring • A new detection of 2,6-DNT was reported as part of the August data set. • Result estimated by lab due to low concentration. • Result was below Wisconsin Enforcement Standard. • Potentially affected home hooked-up to municipal today. • Carbon filters continue to be effective. • Official report of results will be issued shortly.   15. 2004 Debris Removal • Inspected 275 acres, primarily along ditches and creeks, for debris remaining from plant activities. • Identified numerous items, which included drums, pipes, sheet metal, equipment parts. • Screened items found for explosive residues. Site Investigation – Fall 2004 • Field Activities (Sept. – Nov.): • 16 soil borings sampled. • 11 new wells installed. • 36 wells sampled (25 existing and 11 new). • Preliminary findings: • Groundwater conditions near site boundary and burning ground appear stable. • No site related chemicals found below western TNT refining buildings. • Two new groundwater contamination source areas for east central plume identified; however, concentrations of site-related chemicals are low when compared to the Former Burning Grounds. Miscellaneous Site Work • Continuing work with Adventus to evaluate a new generation of soil amendments to reduce concentrations of nitroaromatic/nitramine compounds in soil. • Generation 3 product uses nano-scale zero valent iron. • Preliminary results pending. • Continuing Georgia Tech research on destruction of DNT and TNT.   19. Home Value Protection Program • Three homes purchased to date. Two have been resold. One home demolished. • Home Value Protection Program will remain in effect until six months after alternative water is available. • Property owners will be notified in early 2005.
