Introduction Mashhad metropolis, due to its location and geographic characteristics, is highly vulnerable to the impacts of climate change with over 2.42 million people (at the 2006 population census) facing threats from more intensive tropical cyclones, extreme rainfalls, drought and increasing temperature, needed an innovative plan which the mayor’s office understood and quickly decreed the research for it.
City of Mashhad Mashhad, Iran's holiest city, is the capital of "Khorasan Razavi" province, located 850 kilometers North East of Tehran at 36.20º north latitude and 59.35º east longitude within 204 km2 area at elevation of 985m in the valley of the Kashaf River near Turkmenistan, between the two mountain ranges of Binalood and Hezar-masjid, close to the borders of Afghanistan and Turkmenistan.
City of Mashhad The holiness of Imam Reza (P.B.U.H) (the Shiite’s 8th great respected Imam) and his tomb made the city a sacred place for Muslims and a place to worship. This event brought the city of Mashhad into existence and gave rise to increasing demographic development of the city, making Mashhad the holy Shi'ite pilgrimage and second important city (population and economy) of Iran.
MASHHAD international activities Mashhad is the sister city of Dushanbe (Tajikistan), Kuala Lumpur and Kuching (Malaysia), Lahore (Pakistan) and Urumqi (China) and have a strong economic cooperation with these cities. Mashhad has joined Metropolis in 2005 and it was selected to be the regional office for the Metropolis Women International Network in 2006; and the second regional branch of Metropolis Training Institute in 2008. Mashhad was one of few cities in the Asia that have actively participated in the United Nation project of the Global Urban Observatory Network (GUONet). 10 countries have Consultant office in Mashhad. Finally, it can be claimed that it is the largest and most important city in the caucuses region (East of Iran, Turkmenistan and Afghanistan).
SAMEN Project The execution and implementation of the project entitled: “SAMEN Project” which is consisting of 30 detailed projects has been approved, assured and guaranteed by His Excellency, Khorasan Razavi Province Governor general through with the letter reference No. 21/89/145669 and dated 7th February 2011, which is an important fact as a sustainable development context. It’s important to note that His Excellency Mashhad Mayor accepted, approved and agreed to all Ten-point Checklist for Making Cities Resilient through the letter reference No. 21/37357 and dated 17th June 2010.
SAMEN Project Mashhad metropolis, with its well-equipped international airport and a key focal location as an established base in the international network between the countries with Persian language as their mother tongue (i.e.: Afghanistan and Tajikistan) as a part of the eastern corridor and other neighboring countries such as Turkmenistan and Pakistan in relation with eastern corridor and also with CIS Countries which connects them through transit, can excellently function as a primary node of a network through which the experience and innovative plans and projects (SAMEN) based on disaster management can be introduced to the surrounding countries mentioned above. The name “SAMEN” meaning “The eight” refers to and is generated from the great respected name of His Excellency and Lord, Imam Reza (P.B.U.H) the Shiite’s 8th great respected Imam. It’s important to notice that his Excellency and Lords holy and secret shrine is located in Mashhad metropolis.
