Apprenticeship The Apprenticeship Program’s goal is to build a highly skilled and safe workforce through quality training. The training allows people to “earn-while-they-learn.” It provides people with the skills necessary to be competitive without a four year college degree. It strives to provide a safe, efficient workforce through quality training.
Boiler Section Staff in this section: INSPECT, AUDIT AND REVIEW manufacturers of boilers and pressure vessels for conformance with national consensus standards. PERFORM SAFETY INSPECTIONS and ISSUE OPERATING PERMITS for over 90,000 boilers and unfired pressure vessels throughout the state ADMINISTER EXAMINATIONS and CERTIFY AUTHORIZED INSURANCE INSPECTORS INVESTIGATE ACCIDENTS involving boiler or pressure vessel
Contractor Compliance Construction Contractors are required to register with the department . The agency registers more than 50,000 construction contractors in the state, annually. Although all contractors are required to register, not all of them do. Therefore, the Contractor Compliance inspectors visits more than 15,000 jobsites to verify that the contractors are registered. The agency keeps records for all of the registered contractors in the state and use these records to keep the public informed about the rules and regulations designed to protect their financial interests. The agency also responds to complaints from the public regarding construction contractors.
Electrical Section LICENSE more than 3,000 electrical contractors and CERTIFY in excess of 28,000 electricians, trainees and electrical administrators to ensure installation competency and professionalism. REVIEW ELECTRICAL PLANS for over 650 schools, hospitals, nursing homes and prisons to ensure they meet appropriate safety standards. INSPECT ELECTRICAL INSTALLATIONS of all types to ensure job performance meets public safety standards INSPECT AMUSEMENT RIDES for electrical and mechanical safety.
Elevator Section PERFORM SAFETY INSPECTIONS and ISSUE ANNUAL OPERATING PERMITS for approximately 11,000 elevators and other lifting devices throughout the state of Washington. REVIEW INSTALLATION APPLICATIONS – over 700 permits for new installations reviewed annually. INSPECT and APPROVE approximately 275 upgrades to existing elevators
Employment Standards Approximately 6,500 MINOR WORK PERMITS and over 700 requests for variances are applied for annually through Employment Standards. This division also has the task of educating workers and employers on wage laws and worker rights. In addition, they establish the prevailing wage rates and certify more than 70,000 prevailing wage documents per year.
Factory Assembled Structures Factory Assembled Structures include manufactured/mobile housing, commercial coaches, recreational park trailers, recreational vehicles, vendor units and mobile medical units. This section of Employer Services Inspects the companies, processes and plans for these types of structures.
Plumbers An average of 4800 journeyman and 950 residential plumbers are certified by the Plumber section each year. The section also monitors the progress and training of over 2500 trainees and 300 medical gas installers in addition to testing an average of 350 plumbers. They visit more than 15,000 jobsites to verify certification each year.
Field Services Department of Labor and Industries Director Insurance Services Field Services Trades & Licensing Operations WISHA The third primary responsibility of the Department is Occupational Safety and Health. This responsibility is shared between WISHA Services and Field Services. We’ll talk about the structure of Field Services first and then discuss WISHA Services and how the two function together. Field Services includes staff in the L & I regional offices and service locations.

Regional Office Regional Administrator Compliance Manager Field Services Coordinator(s) Insurance/ Consultation Mgr The state is divided into six distinct regions. The regions are somewhat autonomous and are managed by a Regional Administrator commonly referred to as the RA. There are three functions or activities that report to the RA. We will discuss their functions in the next few slides.

Risk Management SpecialistPeople you can work with to help employers A Risk Management Specialist will examine an employer’s claim and premium history to identify management needs or problems in workers compensation, workplace safety programs, safety and claims management systems, ergonomics, and administrative procedures and use the information to advise them on strategies to prevent injuries, reduce costs of industrial insurance, improve safety and claims management systems, including specific recommendations for consultations. They also perform outreach functions by Developing and conducting training seminars for employers and other customer groups on strategies for reducing workers compensation costs, understanding employer rights and responsibilities of workers compensation and accident investigation.
Standards • Policy & Technical Services • Training & Outreach • Federal-State Operations Department of Labor and Industries Director Insurance Services WISHA Services Field Services Trades & Licensing Operations WISHA is one of the main divisions of Labor and Industries and is managed by an Assistant Director who reports to the Director. There are four sections or programs under the Assistant director managed by Senior Program Managers. This section is located at the Tumwater headquarters.
WISHA Services Assistant Director Training & Outreach Policy & Technical Svs Standards & Policy Coord. Federal-State Operations Standards Section writes the safety and health rules. Policy and Technical Services interprets the rules and provides technical assistance. Training and Outreach, helps people to understand the interpretations by developing training programs for internal and external customers. Federal-State Operations hear appeals and coordinates directly with Federal OSHA.

Operations • Information Services (IS) • Computer needs • HELP Desk • LAN Operations • Program access • Virus protection, etc. Information Services manages and maintains the agency’s computers and Local Area Network (LAN). They troubleshoot and try to solve problems encountered by L&I employees from computer/software
Operations Library Servicesserves the needs of L&I employees and employers by providing consultation, customized data base searches, books, journals, videos, special reports, CD-ROM and on-line data bases. Includes the lending video library, a widely used service by employers. Subject areas include Industrial Hygiene, Occupational Medicine, safety and health, vocational rehab and worker’s compensation.
Operations Office of Human Resources OHR is the Liaison between L&I and Department of Personal. Personnel officers and human resource consultants are located here. They address personnel issues and various and sundry other functions such as promotions, job classification, monetary allotments, payroll deductions, etc. They provide internal training for L & I employees on safety, computer skills and other non-technical topics.
Administrative Services Administrative Services’ provides the infrastructure for the agency. They assist customers in financial, regulatory, legislative, planning, legal and facilities services. Sections include: • Facilities Management • Procurement • Forms & Records • Mail Services • Financial Services • Purchasing and Payables • Investigations • Legal Services • Public Disclosure • Third Party Recovery Resources • Legislative & Governmental Affairs • Management Services • Budget • Contracts Office
Legislative and Governmental Affairs Office (LGAO) Coordinates the agency's legislative and regulatory activities. Legislative activities include coordination and assistance in development of agency-request legislation, bill analyses, fiscal notes, legislative hearing testimony and presentations. Regulatory activities include supporting the agency's rule making process and assuring that the requirements of the Administrative Procedure Act (APA) are satisfied. The LGAO files the agency's rule making documents with the Code Reviser's Office, and maintains the official agency rule-making file. They coordinate the agency's responses to the Joint Administrative Rules Review Committee and petitions for rule making from the public. The LGAO also serves as a clearinghouse for information from the regions and the central office related to the agency's regulatory improvement activities and assists in preparing the agency's regulatory reform report.
