Goals • To help our partners throughout Hawaii and the Pacific create wealth and minimize poverty by promoting a favorable business environment to attract private capital investment and create higher-skilled, higher-wage jobs. • To help clients attain higher-wage, higher-skill jobs through economic development in distressed areas.

  3. EDR Activities • Assist in developing an analysis and strategic plan for Hawaii and the outer Pacific • Work with local clients developing potential investments • Provide review, advice and guidance to local clients and be a resource base for alternative funding • Assist in bringing partners to the table and in assisting the structuring of the project.

  4. EDR Activities (continued) • Advise the Regional Office on high-impact investments • Develop investments that compete regionally and are consistent with the Assistant Secretary’s strategic guidelines • Submit qualified investments to the Regional Office consistent with current Agency guidelines

  5. EDR Activities (Continued) • Bring clients to the Regional Office for Investment Presentation Reviews • Monitor all active investments, advise the Regional Office in accordance with EDA policies and guidelines • Create New Deal Flow and attend private sector investment meetings

  6. EDA Resources – within agency • Regional Office strategic plan • Legal • Environmental/Civil Rights • Planning and Technical Assistance, Public Works, Engineering, Economic Adjustment

  7. EDA Resources - external • Federal and State partners • Private Sector Economic Development Organizations (IEDC, EDBs, NADO, NBIA, etc.) • Private Foundations and Funders • Private Companies willing to donate resources • University Center

  8. EDA Program Funds • Technical Assistance and Planning • Public Works – bricks and mortar, including design work • Revolving Loan Fund • University Center • Trade Adjustment

  9. Eligible Grantee • State and local government or commonwealth and territories • Public or private nonprofits • Public or private colleges and universities • Designated Redevelopment Area • Community Development Corporation (nonprofit) • Trade Association (for trade adjustment only)

  10. New Investments • Analyze investment eligibility and competitiveness • Initial client contact and site visit • Assess client eligibility and area eligibility • Prioritization of project based upon comprehensive economic development strategy (CEDS)
